Book excerpt: Bridge-approach guardrail provides protection for vehicles from collision with bridge components, such as the blunt end of the bridge rail or abutment, and other types of run-off-the-road collisions. The primary objective of this research was to determine the average daily traffic (ADT) at which the benefit/cost ratio for the installation of approach guardrail at county-state-aid (CSAH) bridges in Minnesota becomes greater than 1.0. A survey of state transportation agencies found that 26 of 35 responding agencies have policies or guidelines requiring placement of approach guardrail on any bridge if the bridge was built using state funds. Results of the research analyses showed that bridge-approach guardrail was effective at reducing the severity of run-off-the-road crashes occurring on the approach or departure to CSAH bridges. Fatalities and A-injury crashes accounted for only 6 percent of the crashes occurring at bridges with approach guardrail compared to 28.5 percent at bridges without approach guardrail. The subsequent benefit/cost analysis showed that bridge-approach guardrail is cost-effective (i.e., B/C> 1) for CSAH bridges with ADT greater than or equal to 300 vehicles per day (vpd). Overall, approach guardrail has a benefit/cost ratio of approximately 3.5 to 5.5. The researchers recommended that the ADT threshold for approach guardrail on CSAH bridges be set at 400 vpd, which is consistent with previous Mn/DOT standards and AASHTO low-volume local road guidelines. Approach guardrail should be considered on a case-by-case basis for bridges with ADT between 150 and 400 vpd, especially those between 300 and 400 vpd. Placement of approach guardrail at bridges with ADT less than 150 vpd is not cost-effective in most cases.

Book excerpt: Bridges that are designated historic present a special challenge to bridge engineers whenever rehabilitation work or improvements are made to the bridges. Federal and state laws protect historically significant bridges, and railings on these bridges can be subject to protection because of the role they play in aesthetics. Unfortunately, original railings on historic bridges do not typically meet current crash-test requirements and typically do not meet current standards for railing height and size of permitted openings. The primary objective of this study is to develop strategies that can be used to address existing railings on historic bridges and to develop solutions that meet current design requirements. In addition to the modification, selection, and design of the bridge railing, the bridge deck is also impacted by changes made to the railing. Due to increased force levels recently required by AASHTO, deck overhangs require significantly more reinforcement than for past practice. These increases are being realized on all bridge decks and may pose particular challenges for the attachment of railing to historic bridges. Therefore, a secondary objective of this project is to investigate the design of the deck overhang and determine whether reduced amounts of reinforcement are possible. For Volume 1 (Replacement Strategies), three phases of research were conducted. First, an overview of current practice for addressing historic bridge railings was performed. Second, an investigation was conducted to document historic bridge railings in Indiana. Finally, rehabilitation solutions were developed to address the specific bridge railings found in Indiana. Based on this research, three retrofit strategies were developed which include an inboard railing, curb railing, and a simulated historic railing. These rehabilitation solutions can be used to address historic bridge railings not only in Indiana, but across the country. For Volume 2 (Bridge Deck Overhang Design), experimental testing of half-scale and full-scale overhang specimens was conducted, and the results were analyzed. Failures of in-service bridge railings were also evaluated. Based on this research, recommendations are provided for the more efficient and economic design of bridge deck overhangs. These recommendations are applicable not only for historic bridges, but for all concrete bridge decks.

In 2017, the fatality ratios of rural crashes in Kansas was higher than the national average. Therefore, the Kansas Department of Transportation (KDOT) is continuously seeking to prevent and reduce rural roadside crashes. This research project was funded by KDOT to study the benefit-cost ratios of implementing guardrails to shield bridges, culverts, and embankments on low-volume rural roads in Kansas to reduce vehicle crash fatalities and decrease rural transportation expenditures. This study utilized RSAPv3 simulation because it implements previous crash statistics and could be readily updated with local data. With the help of KDOT staff, the research team synthesized traffic operation data and geometric features on rural roads in Kansas and carried out crash simulations using RSAPv3 to determine if the benefits of guardrail implementation exceeded the corresponding costs. The results were intended to help local engineers decide whether to implement guardrails in roadside locations with hazards. Meanwhile, the simulation also revealed significant contributing factors to rural roadside crashes. Survey results and simulation outcomes showed similar patterns. Based on project results, the benefit-cost ratios did not justify the implementation of new guardrails for bare culverts or bare embankments on rural roads in Kansas. However, W-beam guardrails were efficiently implemented on bridges with medium-hazard-level edges without attaching bridge-approach guardrails. Likewise, for bridges with TL-2 bridge rails, study results did not justify implementing bridge-approach guardrails.
