Book excerpt: This book is about the role of negotiation in resolving terrorist barricade hostage crises. What lessons can be learned from past deadly incidents so that crisis negotiators and decision makers can act with greater effectiveness in the future? What are the lessons the terrorists are learning and how will they affect the dynamics of future incidents? What can we learn about the terrorist threat, and about preventing the escalation of future terrorist hostage-taking situations? While there are many trained crisis negotiators around the world, almost none of them has ever had contact with a terrorist hostage-taking incident. Further, the entire training program of most hostage negotiators focuses on resolving crises that do not take into consideration issues such as ideology, religion, or the differing sets of strategic objectives and mindsets of ideological hostage takers. This is especially true with regard to the terrorists of the new breed, who have become less discriminate, more lethal, and more willing to execute hostages and die during the incident. Further, many of the paradigms and presumptions upon which the contemporary practice of crisis negotiation is based do not reflect the reality of the new terrorists. The main focus of this book is on the detailed reconstruction and analysis of the two most high-profile cases in recent years, the Moscow theater and the Beslan school hostage crises, with a clear purpose of drawing lessons for hostage negotiation strategies in the future. This is an issue of top priority. Terrorist manuals from countries such as Saudi Arabia and Iraq reveal that terrorist organizations are very closely observing and analyzing the lessons learned from these two incidents, suggesting that we are likely to see this type of new terrorist hostage taking involving large numbers of suicide fighters and executions of hostages at some point in the future. This raises a wide array of questions about appropriate responses and negotiation strategies. From the first glance, it is clear that we are not prepared.

Available in PDF, EPUB and Kindle. Book excerpt: On November 4, 1979, Iranian militants stormed the United States Embassy in Tehran and took sixty-six Americans captive. Thus began the Iran Hostage Crisis, an affair that captivated the American public for 444 days and marked America's first confrontation with the forces of radical Islam. Using hundreds of recently declassified government documents, historian David Farber takes the first in-depth look at the hostage crisis, examining its lessons for America's contemporary War on Terrorism. Unlike other histories of the subject, Farber's vivid and fast-paced narrative looks beyond the day-to-day circumstances of the crisis, using the events leading up to the ordeal as a means for understanding it. The book paints a portrait of the 1970s in the United States as an era of failed expectations in a nation plagued by uncertainty and anxiety. It reveals an American government ill prepared for the fall of the Shah of Iran and unable to reckon with the Ayatollah Khomeini and his militant Islamic followers. Farber's account is filled with fresh insights regarding the central players in the crisis: Khomeini emerges as an astute strategist, single-mindedly dedicated to creating an Islamic state. The Americans' student-captors appear as less-than-organized youths, having prepared for only a symbolic sit-in with just a three-day supply of food. ABC news chief Roone Arledge, newly installed and eager for ratings, is cited as a critical catalyst in elevating the hostages to cause célèbre status. Throughout the book there emerge eerie parallels to the current terrorism crisis. Then as now, Farber demonstrates, politicians failed to grasp the depth of anger that Islamic fundamentalists harbored toward the United States, and Americans dismissed threats from terrorist groups as the crusades of ineffectual madmen. Taken Hostage is a timely and revealing history of America's first engagement with terrorism and Islamic fundamentalism, one that provides a chilling reminder that the past is only prologue.

With only an Irish outlaw and a man being hunted for murder on her side, how can she possibly save herself, much less stop a killer?

This publication is unique because it includes the researches, experiences and perceptions of all parts of this cooperation and collaboration. Hence, there are four primary sections in this book elaborating their perspectives: Understanding Terrorism, Suicide Attacks, Radical terrorism and Case Studies, Strategies and Tactics for Dealing with Terrorist Hostage Sieges, Hijackings and Kidnappings, and Counter-Terrorism Policies: Lessons for the Future. This book encapsulates these various themes that highlight how to understand the terrorism phenomenon and analyze how to respond to terrorism and terrorist operations and how to promote counter terrorism policies and strategies.

Available in PDF, EPUB and Kindle. Book excerpt: In medieval Europe hostages were given, not taken. They were a means of guarantee used to secure transactions ranging from treaties to wartime commitments to financial transactions. In principle, the force of the guarantee lay in the threat to the life of the hostage if the agreement were broken but, while violation of agreements was common, execution of hostages was a rarity. Medieval hostages are thus best understood not as simple pledges, but as a political institution characteristic of the medieval millennium, embedded in its changing historical contexts. In the Early Middle Ages, hostageship was principally seen in warfare and diplomacy, operating within structures of kinship and practices of alliance characteristic of elite political society. From the eleventh century, hostageship diversified, despite the spread of a legal and financial culture that would seem to have made it superfluous. Hostages in the Middle Ages traces the development of this institution from Late Antiquity through the period of the Hundred Years War, across Europe and the Mediterranean World. It explores the logic of agreements, the identity of hostages, and the conditions of their confinement, while shedding light on a wide range of subjects, from sieges and treaties, to captivity and ransom, to the Peace of God and the Crusades, to the rise of towns and representation, to political communication and shifting gender dynamics. The book closes by examining the reasons for the decline of hostageship in the Early Modern era, and the rise the modern variety of hostageship that was addressed by the Nuremberg tribunals and the United Nations in the twentieth century.

Book excerpt: In recent years, there has been a sharp rise in acts of violence in the courts. These acts range from minor disturbances and physical assaults to murder and mass destruction. The potential exists for violence to occur in any court system regardless of location. Unfortunately, many courts at all levels of the judicial system have been slow or even reluctant to implement adequate security measures. This book is designed to prove the folly in such denial. It provides hard statistics and observations that highlight this unique visceral security environment. The text is specifically designed to help those charged with developing and implementing security measures to reevaluate current methods for safeguarding the judicial process. Presented in four sections, the first discusses perpetrators planning an attack and reviews types of perpetrators, target selection, tactics, operations styles, the mechanics of violent attacks, and thwarting attacks. Section two discusses in much detail a multitude of integrated security systems now available for court facilities. The third section presents effective response mechanics for courthouse violence, and the final section reviews tactical considerations for training, containment, and responding to explosive devices. The text serves as a substantial resource in providing the most current state-of-the-art information on security operations and technologies in a very clear but in-depth format. The ultimate goal of this book is to emphasize that court security in today's world must be constantly reexamined, revamped, and upgraded to protect human and physical assets. This unique and comprehensive text will be invaluable to courthouse adminstrators, security professionals, law enforcement personnel, judges, lawyers, and college-level students of security.

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.
