Measures for stopping the war were taken the next day after the October revolution. Shortly after that the skilled urban workers and the half-proletariat began to work their way up through workers' control of industry to the creation of a great state apparatus for the public control of production and distribution. Now came the turn of the peasant. The decree on the land which was issued on October 28th, handed over the great estates of the landlords, the former Imperial family, the cabinet ministers and the Church, to provincial land committees. The latter now came back to the rights which the Kerensky Government in the later days of its exist ence had robbed them of. It was necessary to act speedily. The peasants of Central Russia, exasperated at the delays in dealing with the land problem and knowing that intrigues were being carried on in Petrograd to prevent the land, from getting out of the hands of the landlords and the big banks, to which much of the land had been mortgaged, had begun to take the law into their own hands. In several provinces the landlords' mansions were burned, the owners forced to flee, and the agrarian disorders threatened to ruin much agricul tural stock of public value. The decree on land, issued by the Bolshevik Council of the People's Commissaries, instantly quieted the peasants. They knew that the land would indeed be theirs if the land committees, which they controlled, had the handling of it. Book excerpt: The narrative of peasant unrest in Russia during 1905?1906 combines a chronology of incidents drawn from official documents, with close analysis of the villages associated with the disorders based upon detailed census materials compiled by local specialists. The analysis concentrates on a single province: Kursk Oblast, bordering the now independent Ukraine. In place of the general surveys of the revolution that dominate the literature, Miller focuses on local events and the rural populations that participated in them. Documents the degree to which the peasant community had been pushed onto the path of change by the end of the nineteenth century, how much the ?peasantry? itself had become increasingly heterogeneous in outlook and occupation, and the rapidity with which these processes had begun to corrode the legitimacy of the older order. Miller concludes that unrest was concentrated mostly among peasant communities for whom the benefits the vital interactions between social unequals that had maintained a fragile social peace in the countryside had been radically eroded; he furthermore identifies the prominent role played by that spectrum of persons that retained their ties to their villages, but stood toward the margins of rural life.

We visited the Workmen's and Soldiers' Committees, as well as the Ministers, Social ists as well as Cadets. We met the represen tatives of all the different political opinions from Polish nationalists to the anarchists installed in the Villa Dournovo. In Petro grad, as in Moscow and Kieff, we saw the Labour Organizations, interviewed members of the Belgian colony and the leaders of Employers Associations. We came into contact with the masses - we must have spoken to at least a hundred thousand persons - as well as their leaders. We listened to the pessimists as well as to the optimists. We had an opportunity of observing the enormous difficulties existing in Russia to-day. But we never lost sight of the many reasons that, in spite of every thing, justified young democratic Russia's belief in her future.
