Among these programmes is the new-generation destroyer, known as the Type 45. The United Kingdom intends to acquire up to a dozen of these warships for the Royal Navy beginning in 2007. These ships will be some of the largest surface combatants built for the Royal Navy since World War II and will constitute a sizeable portion of the new surface warship acquisitions that the United Kingdom plans to make over the next two decades. As such, the acquisition and production techniques that the UK Ministry of Defence (MOD) adopts for the Type 45 will be a bellwether for later acquisitions. In recent years, the MOD has become interested in evaluating a variety of different strategies that it might employ to acquire warships. It also has become increasingly aware of excess industrial capacity in the UK's warship-building sector. As a result, the MOD in 2001 asked RAND to help it: (1) analyse the costs and benefits of alternative acquisition paths and (2) evaluate near- and long-term strategies that would yield the highest value, encourage innovation, use production capacity efficiently, and sustain the UK's core warship industrial base, given other current and future MOD ship programmes, with particular reference to the Type 45.

Book excerpt: The project to replace the UK's ageing Anti Air Warfare capability, which is currently provided by the Type 42 destroyer, has suffered significant delays of over two years and costs have escalated to some £6.5 billion, up by nearly 30 per cent from initial estimates of £5 billion. The problems arose because of over-optimism about what could be achieved, inappropriate commercial arrangements and, in the early stages, poor project management. The MOD has taken action to resolve these problems and in 2007 reviewed and renegotiated the ship contract with BAE Systems (now merged with VT to become BVT). Since then, there have been no further cost increases or delays to the project. The MOD has extended the service life of the older Type 42s because of the delay in bringing the Type 45 destroyers into use. The Type 45 destroyers will provide much more capability than the Type 42s. In addition to being able to engage multiple hostile aircraft or missiles simultaneously, they will have better accommodation for personnel, more fuel efficient engines and be able to operate the Lynx, Merlin and Chinook helicopters. The Type 45 destroyers will be equipped with the new Principal Anti Air Missile System (PAAMS). More recently, the project has progressed well, with key milestones, such as completion of sea trials, being met.

Book excerpt: In 1994, the U.S. Navy initiated a program to transform America's surface combatant fleet by developing a new family of ships intended to project power more rapidly, wage war more effectively, and operate less expensively, compared with vessels currently in the fleet. The centerpiece of this new family of ships is a destroyer, currently designated DD(X). After several years of study of alternative system concepts, design proposals for the DD(X) were solicited from two industry teams. In April 2002, one of those teams, led by Northrop Grumman Ship Systems (NGSS), was selected winner of the competition and awarded a $2.9 billion contract to manage a 3-year risk-reduction phase and to act as the lead design agent for the program. The Navy also specified that the shipyard member of the other industry team, Bath Iron Works (BIW), should participate in ship design and production activities. Detail design of the lead ships is now scheduled to start in 2006, with fabrication commencing in 2007. Acquisition and contracting decisions that the Navy makes during that next phase of the program will have important implications not only for the U.S. industrial base involved in manufacturing and equipping surface combatants, but also for options available in subsequent phases of the DD(X) acquisition. In 2003, the Navy asked the RAND Corporation to evaluate the advantages and disadvantages of different acquisition and contracting strategies that defense officials could employ on the DD(X) program to achieve three objectives: make the best use of competition throughout the detail design and production phases; maintain a strong industrial base capable of building surface combatants; and achieve program cost, schedule, and performance objectives. RAND conducted and documented this research before U.S. defense officials significantly changed the program in 2005. Thus, this study is a snapshot of the program as it existed in 2003 and 2004, before those changes were put in place.
