Contributors to this omnibus volume analyse the 'room for maneuvering' available to national and EU economic and social policies under the conditions of the Economic and Monetary Union (EMU). They explore the possibilities for European coordination and discuss the tasks of employers’ associations and labour unions on the national and EU level in wage, employment and macroeconomic policies. Section 1 of the book deals with the strengths and weaknesses of the EU in the context of global competition. In spite of national differences, many of the EU member countries share important characteristics. Section 2 addresses the need for and the feasibility of policy coordination in the EMU. With the start of the EMU, wage policy will have to bear the main burden of absorbing asymmetrical economic shocks. The authors from the DIW argue that a wage policy favourable to economic growth, employment and convergence has to be guided by the inflation target set by the European Central Bank (ECB) and by the long-term increase of productivity in individual countries. A precondition for this kind of wage policy is coordination between the main actors of EU economic policy (ECB, EcoFin, social partners).

The book gives an account of trade unionism in each country, the main recent challenges that unions have faced, and responses in terms of recruitment and mobilisation; organizational restructuring; new approaches to collective bargaining; changing political strategies; and international activities. The analytical starting point is that trade unions are conservative institutions containing significant veto points to organizational change, but at the same time can display dynamism and innovation, and that external challenges can therefore stimulate important internal adaptation. The book engages with the debates of the past two decades on union modernization and revitalization, and more generally with theories of institutional change and with the literature on varieties of capitalism. The central theme is that while trade unions do not easily change identities and core practices, they are not locked into inertia. Trade unions are not unitary actors but are internally contested organizations, and internal conflict is itself a potential source of dynamism. The literature on "revitalization" has tended to divide between the over-optimistic and the over-pessimistic; this study presents a more nuanced and differentiated account. Book excerpt: It is widely accepted that the pursuit of economic growth is becoming increasingly infeasible and undesirable, necessitating substantial changes to European economies. European economic activity in terms of emissions, resource use, pollution and impacts on biodiversity is ecologically unsustainable. In the face of tipping points soon to be reached and cascading, inter-related ecological crises, the impacts of economic activities need to fall rapidly and substantially to avert disaster. It is no longer possible to decouple growth from ecological impacts sufficiently within the required timespan. Furthermore, even disregarding the necessity to reduce ecological impacts, a multitude of reasons - from energy crises to demographic change - are leading many economists to question European growth prospects. In any case, curbing ecologically damaging practices will be key to addressing the multiple crises Europe is facing. The pursuit of evermore undifferentiated GDP growth will therefore not deliver for working people in terms of well-being and social progress. GDP is particularly unsuitable for measuring the benefits of public services and accounting for inequality. Therefore, trade unions should strengthen their collaboration with the growing group of actors calling for a move beyond growth and a focus on well-being. Public services are key in this, as their collective nature minimises ecological impacts while improving the well-being of more people. Universal basic services provided on a collective basis have substantially smaller ecological footprints than providing for the same needs on an individual basis. Public services can also provide good-quality and meaningful jobs. Universal basic services should be an inalienable part of any just transition, as they are at the core of strong and effective social protection systems. Lastly, focusing on universal quality public services has the added benefit of making economies less reliant on economic growth for securing well-being. A labour-nature alliance will be indispensable to bringing about a social-ecological transformation beyond growth. Actions of solidarity between environmentalists and trade unionists are thus an important step to a better future. Trade unions can play a unique role in developing narratives showing how a Europe moving beyond GDP and towards redistribution and social justice could improve lives and livelihoods across the continent.

The gradual establishment of the four freedoms enshrined in the Single European Act would require a transformation of the present strategies of trade union confederations toward more flexibility and towards the ability to take part in different levels of the European integration process. Iberian Trade Unionism highlights the emerging patterns of cooperation between national, subnational, and supranational actors and the impact on these different levels. Unlike most literature on the study of democratization and Europeanization, Iberian Trade Unionism aims to break the dominant focus on political parties and political institutions by raising awareness of the importance of interest groups such as trade union confederations in contributing to a strengthening of democratic governance. The central thesis is that both Portuguese and Spanish trade unions are becoming increasingly part of a transnational European strategy which shapes the internal organizations toward professionalism and democratization. Part 1, "Gontextualizing Iberian Trade Union Strategies," deals with the operations of both Portuguese and Spanish trade union confederations. Part 2, "The National Systems of Interest Intermediation and Trade Union Confederation Strategies," analyzes the transformation of the national systems of intermediation in the 1990s which were affected by a decline in steering power of Spanish and Portuguese political systems vis-a-vis global and European political and economic processes. Part 3, "Subnational and Transnational Policies of Iberian Trade Union Confederations," deals with policies and strategies. The last chapter treats the integration of Iberian trade union confederations in the institutions of the European Union as well as the ITUCs and is based on original research done in Madrid, Lisbon, and Brussels. This timely look at interest groups and lobbying in the European Union will appeal to scholars studying European integration and the role of interest groups in it, and to students of Spain, Portugal, or southern Europe.
