The author perceptively identifies contradictions that emerge from the process and outcome of privatisation, and attempts to explain these through a comparative analysis of telecommunications reform in three Central American countries. The result is a carefully researched book that provides new insights into the politics of privatisation. It will be compelling reading for the student and practitioner alike.' - Paul Cook, University of Manchester, UK This book provides a comparative study of the telecommunication reform process in three Central American countries - Costa Rica, Guatemala and Honduras - focusing on the roles of the local private sector and international financial institutions.

Available in PDF, EPUB and Kindle. Book excerpt: This international volume presents a comprehensive, comparative study of the transformation of the European telecommunications industry from 1990 to the present. The book focuses on the old incumbent operators and their dramatic change from state agencies to listed companies. It analyzes the liberalization process, as well as the corporatization and privatization of these companies. The contributors assess the conditions for the transformations taking place; the driving forces for change; the effects to management, the efforts of the EU during these processes, and ultimately, the role of the private owner. Political science publications have all but excluded analysis of the newly privatized companies; their contribution to the liberalization process both before and after privatization; and the interplay between the national political and company levels. The book redresses this shortcoming, and also features a double empirical focus in that the main national incumbents in Europe are analyzed and compared to Telenor, the Norwegian former incumbent.

Book excerpt: Many countries have attempted to employ privatization programs to restructure their economies; however, some of the programs are rejected by the polity in the early stages of consideration. Research on privatization has mainly focused on programs that have been accepted, but it often ignores issues associated with rejection. Dr. Molano breaks new ground by examining the microeconomic, macroeconomic, and political factors that shape all outcomes of privatization. A case study method is employed to review attempts to privatize state-owned telephone companies in countries in the southern cone of Latin America. The study is further generalized to cover 23 attempts to privatize telephone companies from 1985 to 1995.

Book excerpt: Based on a policy-making theoretical framework and on the recent experiences of 10 developing countries, this study explores the factors that lead to the success or failure of telecommunications reform. It provides universal conclusions that might help predict the success or failure of telecommunications policies, such as, privatization and liberalization, in other nations that are moving towards reform. This book is an original contribution to our understanding of the rapid and often complex transformations in telecommunications policies. It defies previous assumptions about conditions for success and failure of policy implementation. Although numerous publications deal with telecommunications policy reform in Europe or the United States, little has been written about it in the developing world. This book fills the gap and will be invaluable for academics, policy makers, and others concerned with communications, economic development, and international business.

Book excerpt: Privatization and policies of economic liberalization were regarded as key factors which would help lead Mexico towards a process of deeper democratization at the beginning of the 1980s. Using original research this book demonstrates that privatization generated new resources which were used for personal benefit and also to lubricate the existing state labour relationship. The case study at the heart of this book is the single most important privatization both in financial and political terms, the privatization of TELMEX, Mexico's national telecommunications monopoly, which occurred during the Salinas administration (1988 94), and the realities of the so called democratic new unionism movements led by the telephone workers' union.

Book excerpt: Privatization of the Mexican and Chilean telecommunications industries can provide guidelines for industry restructuring. Specifically, privatization of Compañía de Telecommunicaciones de Chile and Telefonos de Mexico provides two case studies to examine and analyze in assessing the role of privatization with respect to communication and information technologies and services in promoting economic development within lesser-developed countries. A thorough examination of these two approaches will provide a conceptual framework for evaluating the full range of benefits and costs associated with implementation of specific policies contributing to sound telecommunications decisions. This dissertation presents an analytical comparison of privatization of the Chilean and Mexican telecommunications industries, beginning with an overview of the telecommunications industry in developing nations. A discussion of the lessons learned from privatization of telecommunications in other developing nations as well as progress to date will follow. A review of the background of telecommunications privatization and lessons from more-developed nations completes the historical background necessary to frame the remaining topics. An examination of recent developments shows how the pressure for reform is mounting, notably because of technological advancements and the increasingly competitive telecommunications global marketplace. The primary focus of the paper is on identifying policies and practices that will maximize the gains from divestiture. Telefonos de Mexico and Compañía de Telecommunicaciones de Chile are examined in a comparative analysis of the privatization processes and results in Mexico and Chile. An examination of research results includes a discussion of socioeconomic issues and their implications followed by a discussion of policy issues and their implications. The paper ends with a discussion of research limitations and suggestions for further research.
