Book excerpt: This paper looks at the gendered impacts of a development project that provided improved dairy cattle and training as part of a broader effort to develop a smallholder-friendly, market-oriented dairy value chain in Manica province, Mozambique. The project targeted households, registered cows in the name of the household head, and, initially, trained registered cow owners in various aspects of dairy production and marketing. Subsequently training was expanded to two members per household to increase the capacity within households to care for cows, a change which resulted in a significant number of women being trained. Using qualitative and quantitative data on dairy production and consumption and on gendered control over income and assets, the paper explores how men and women participated in and benefited from the project. We find that despite being registered to men, in practice dairy cattle are in some cases viewed as jointly owned by men and women. Beneficiary households dramatically increased dairy production and income, with men, women, and children all contributing labor. Womens incentives for participation in dairy are less clear. Despite their recognized rights and responsibilities related to dairy cow management, women exercise relatively little control over milk and milk income as compared to men. Various explanations related to monetary and nonmonetary benefits of MSDDP and dairying for women are explored, along with their implications for womens level of effort and overall project outcomes.

With the approval of the idea by the Congress Organizing Committee, serious efforts to make it a reality got under way in early 2003. The rigorously peer-reviewed and edited manuscripts were submitted to the publisher in December 2003. Considering the many differentindividualsinvolved in the task as authors and manuscriptreviewers, we feel quite pleased that the task could be accomplished within this timeframe. We are pleased also about the contents on several counts. First of all, the tropical-temperate mix of topics is a rare feature of a publication of this nature. In spite of the scienti?c commonalities between tropical and temperate practices of agroforestry, the differences between them are so enormous that it is often impossible to mesh them together in one publication. Secondly, several of the chapters are on topics that have not been discussed or described much in agroforestryliterature. A third feature is that some of the authors, though well known in their own disciplinary areas, are somewhat new to agroforestry; the perceptions and outlooks of these scholars who are relatively unin?uenced by the past happenings in agroforestry gives a whole new dimension to agroforestry and broadensthescopeofthesubject. Finally, ratherthanjustreviewingandsummarizingpastwork,mostchapterstake the extra effort in attempting to outline the next steps.

In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. Book excerpt: Since the 1970s and 1980s, community-based forestry has grown in popularity, based on the concept that local communities, when granted sufficient property rights over local forest commons, can organize autonomously and develop local institutions to regulate the use of natural resources and manage them sustainably. Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s first comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. It considers both collaborative regimes (forestry practised on land with formal communal tenure requiring collective action) and smallholder forestry (on land that is generally privately owned). The publication examines the extent of community-based forestry globally and regionally and assesses its effectiveness in delivering on key biophysical and socioeconomic outcomes, i.e. moving towards sustainable forest management and improving local livelihoods. Efforts are therefore required to try to minimize further degradation and restore tropical forests in a sustainable way. This is the first research-based book to examine this problem in East Africa. The specific focus is on the forests of Ethiopia, Tanzania and Uganda, but the lessons learned are shown to be applicable to neighbouring countries and others in the tropics. A wide range of forest types are covered, from dry Miombo forest and afromontane forests, to forest-savannah mosaics and wet forest types. Current management practices are assessed and examples of good practice presented. The role of local people is also emphasized. The authors describe improved management and restoration through silviculture, plantation forestry and agroforestry, leading to improvements in timber production, biodiversity conservation and the livelihoods of local people.
