The methodology we employed was to analyze the results of over 30 analytical methodologies and vulnerability assessments and studies performed by us; Federal agencies, laboratories, committees, and commissions; State laboratories and universities; private corporations and consulting firms; the Congressional Research Service (CRS); and others. (See app. I.) They were supplemented by interviews with and analyses of documents provided by Federal officials, industry representatives, consulting firms, and others. Our review was performed in accordance with GAO's current 'Standards for Audit of Governmental Organizations, Programs, Activities, and Functions.' Our evaluation was coordinated with CRS, which has issued several studies relating to strategic and critical minerals and materials.
