Book excerpt: This report develops a multivariate model describing the effects of individual characteristics, duty location assignments, career turbulence, and military occupational assignments on post-training enlisted male attrition in the Army and Air Force. The report concludes that military occupation and duty location are significantly correlated with attrition, after controlling for individual characteristics. The role of turbulence cannot be distinguished with current measures. Among individual characteristics, high school graduates have much lower attrition than nongraduates in all service occupational areas. Attrition varies insignificantly with mental test category, after controlling for other background and service experiences. Participation in a delayed entry program prior to entering the military substantially reduces the likelihood of post-training attrition.

Book excerpt: This report analyzes nonprior service attrition in the Army Reserve and Army National Guard, and is an extension of work reported earlier in N-2079-RA. It develops models of attrition that assign a probability of attrition to each recruit type, thus providing a basis for setting improved enlistment standards. Study results show that, similar to Active Force attrition studies, separation rates for both the Army National Guard and Army Reserve are sensitive to the education, aptitude scores and demographic composition of the enlistment cohort. Results also show that many reservists separate in order to enter an Active or another Reserve component, or to later return to the same component.

Book excerpt: The U.S. Army Research Institute (ARI) and the Office of the Deputy Chief of Staff for Personnel, U.S. Army, sponsored a Conference on Army Manpower Economics in Williamsburg, Virginia, on December 5-7, 1984. With the military's growing interest in economic research and the usefulness of econometric analyses in addressing military manpower issues, it was appropriate to assemble senior Army policy makers, leading academicians, and other researchers to discuss Army manpower research and policy issues. The collection of articles presented in this volume is a direct outgrowth of that conference.

Book excerpt: 25,000 enlisted personnel are being separated from the services in their first 6 months, during or shortly after they complete basic training. This report analyzes historical attrition rates for enlisted personnel who serve at least 6 months, but leave military service before completing their first contract terms. It determines (1) the rate and timing of attrition during enlistees' first terms; (2) the extent of DoD's investment in recruiting and training first-term enlistees; (3) reasons for first-term attrition after training; (4) servicemembers' perceptions of quality-of-life factors that contribute to attrition; and (5) actions the services are taking to reduce enlistees' attrition.

It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

It details how the military tested, trained and employed personnel generally considered untrainable and unemployable because of low aptitude scores on military selection tests. This report analyses the experiments conducted by the armed forces to develop effective training for youth from the low end of the mental quality spectrum. Information on policy implications and details of training methods are discussed. * Cast-off youth Part 1: Employing the umemployable * Mental standards in the military * The low-aptitude soldier in World War II and the Korean conflict * Vietnam and Project 100,000 * The All-Volunteer Force and the ASVAB miscalculation * Cast-off youth in perspective Part 2: The functional-context training approach * Military strategies for using low-aptitude personnel * Functional-context technical training * Functional-context literacy training Part 3: Developing an experimental functional-context training curriculum * Survey of electronics training programs and the electronics industry * A functional-context training electronics technician's course * Cast-off youth: Summary and recommendations Appendix: Mental quality and military service: An interview with Robert S. Available in PDF, EPUB and Kindle. Book excerpt: The operational environment faced by today's service members is characterized by continued deployments to combat zones where large segments of the active duty population experience stressful deployments throughout their enlistments. This study examines how battlefield experiences affect retention and attrition behavior among firstterm enlisted personnel. The data for this thesis comes from the Defense Manpower Data Center and the Armed Forces Health Surveillance Center. A multivariate analysis using probit models was used to estimate effects Analyses of the models indicate that the effects of combat experiences on firstterm enlisted retention and attrition rates vary depending on the Service. Witnessing the death or injury of enemy combatants while deployed increases the attrition rates among soldiers and Marines but decreases the attrition rates for sailors and airmen. Exposure to destroyed military vehicles leads to decreases in attrition rates among soldiers, sailors, and Marines while airmen experience an increased attrition rate. Among service members who have completed at least 36 months of active duty service (24 months for three-year contracts) combat exposure that is statistically significant generally increases retention among service members in the Army and Air Force but decreases retention rates for service members in the Navy and Marine Corps.
