Available in PDF, EPUB and Kindle. Book excerpt: Poverty reduction in South Asia is a precondition for sustaining any form of reforms in governance. The new public management reforms which started in South Asia from Sri Lanka taking the initiative in 1977–78 have been a decisive break from the previously practised State driven protectionist system. Investment in the region has been rising and even per capita income has shown some increase, yet the state has not been able to lead these reforms appropriately and efficiently. Thus poverty has not been reduced, ordinary people continue to languish under government programmes and the socially excluded remain outside the mainstream decision making bodies. Governance in South Asia faces the single most important challenge of poverty reduction which continues to blunt and disfigure capacity, self esteem and service delivery system to the poor. This book attempts to bring out microlevel studies from many regions in South Asia to address issues of entrepreneurship, knowledge and professionalism. As an initiator of the idea on developing a critique to the straightjacketed ‘best practice’ research, this book questions the standard practice in evaluating administrative reforms as not being the true base for knowledge. Administrators need to balance capacity and control in every implementation programme. Confining to the knowledge of ‘best practices’ may conceal enormous amount of information from the ‘less than best’ practices which may be necessary to sustain good initiatives of public managers. This book highlights areas of active networking, partnerships and collaborations amongst state and non-state bodies, NGOs and specialist Science and Technical Organizations. The true nature of governance is explained and demonstrated through the processes which otherwise pass off undetected in macro-understanding of governance.

Book excerpt: Banking on Self-help Groups reviews the existing state of affairs in respect of the SHG (Self-help Group) movement and addresses the question of what should be the next phase of development of the SHGs. It identifies the policy gaps and opportunities that exist for the SHGs to be mainstreamed further into the formal financial system. The author examines elements of strategy and design being adopted by the National Rural Livelihoods Mission as also the potential role of NABARD in the development of SHGs in the future. The study focuses on three core issues pertaining to SHGs. These relate to (i) cost-effectiveness, (ii) sustainability, and (iii) impact, i.e., the development cost of SHGs and SHG-based institutions, the sustainability of SHG models and community institutions fostered by them, and the economic and social impact on SHG members. The book concludes with a discussion of proposals and institutional arrangements that provide the way forward for the continued and uninterrupted growth of SHGs as an agency for change in the rural sector of India.

Available in PDF, EPUB and Kindle. Book excerpt: The major form of microfinance in India is that based on women's Self Help Groups (SHGs), which are small groups of 10--20 members. These groups collect savings from their members and provide loans to them. However, unlike most accumulating savings and credit associations (ASCAs) found in several countries, these groups also obtain loans from banks and on-lend them to their members. By 2003, over 700,000 groups had obtained over Rs.20 billion (US$425 million) in loans from banks benefiting more than 10 million people. Delinquencies on these loans are reported to be less than 5 percent. Savings in these groups is estimated to be at least Rs.8 billion (US$170 million). Despite these considerable achievements, sustainability of the SHGs has been suspect because several essential services required by the SHGs are provided free or at a significantly subsidized cost by organizations that have developed these groups. A few promoter organizations have, however, developed federations of SHGs that provide these services and others that SHG members need, but which SHGs cannot feasibly provide. Using a case study approach, Nair explores the merits and constraints of federating. Three SHG federations that provide a wide range of services are studied. The findings suggest that federations could help SHGs become institutionally and financially sustainable because they provide the economies of scale that reduce transaction costs and make the provision of these services viable. But their sustainability is constrained by several factors--both internal, related to the federations themselves, and external, related to the other stakeholders. The author concludes by recommending some actions to address these constraints. This paper--a product of the Finance and Private Sector Development Unit, South Asia Region--is part of a larger effort in the region to study access to finance in India.
