Book excerpt: Acid Rain Science and Politics in Japan is a pioneering work in environmental and Asian history as well as an in-depth analysis of the influence of science on domestic and international environmental politics. Kenneth Wilkening's study also illuminates the global struggle to create sustainable societies. The Meiji Restoration of 1868 ended Japan's era of isolation- created self-sufficiency and sustainability. The opening of the country to Western ideas and technology not only brought pollution problems associated with industrialization (including acid rain) but also scientific techniques for understanding and combating them. Wilkening identifies three pollution-related "sustainability crises" in modern Japanese history: copper mining in the late nineteenth and early twentieth centuries, which spurred Japan's first acid rain research and policy initiatives; horrendous post-World War II domestic industrial pollution, which resulted in a "hidden" acid rain problem; and the present-day global problem of transboundary pollution, in which Japan is a victim of imported acid rain. He traces the country's scientific and policy responses to these crises through six distinct periods related to acid rain problems and argues that Japan's leadership role in East Asian acid rain science and policy today can be explained in large part by the "historical scientific momentum" generated by efforts to confront the issue since 1868, reinforced by Japan's cultural affinity with rain (its "culture of rain"). Wilkening provides an overview of nature, culture, and the acid rain problem in Japan to complement the general set of concepts he develops to analyze the interface of science and politics in environmental policymaking. He concludes with a discussion of lessons from Japan's experience that can be applied to the creation of sustainable societies worldwide.

Neither state nor international boundaries are exempt from the transport and deposition of airborne pollutants resulting from local and distant emission sources. The dilemma and debate will continue as long as society requires fossil fuels for its energy needs without regard to emission constraints. This book started as a modest attempt to provide a status report on atmospheric transport, the chemical processes which produce acidifying agents, and resultant ecological and economic consequences. The materials in this book have been substantially revised from those presented at the conference in 1983. It became obvious that additional chapters were required when sudden and profound changes occurring in European forests were reported. It is felt that perhaps such damages could be an early warning to forested ecosystems in the northeastern United States and Canada as well as other places throughout the world. Most importantly, it is essential that gained scientific knowledge be translated into required legislation - a section on Policy Issues was incorporated to address these concerns. Even today scientific research is important as a tool for policy, most clearly observed in the effect-oriented second sulphur protocol under the Convention on Long-range Transboundary Air Pollution signed in Oslo 1994. Without a close international scientific cooperation this protocol would have never been able to develop. The 5th Conference on Acidic Deposition Acid Reign '95? should be seen in the context ofthe ongoing process to strengthen the scientific background for policy. It was therefore a great pleasure for Sweden to host the conference. It became a success in many respects. First the number ofscientists and presentations made this conference the most comprehensive ever on acidic deposition. From the organizers, we were extremely pleased to see the number of participants and contributions from countries outside Western Europe and North America. These participants turned the focus to areas showing signs ofan increased acidification problem and areas still under heavy pressure from acidic deposition. An excursion to the Czech republic prior to the conference underpinned this interest.

Book excerpt: The Subversive Activities Prevention Law (SAPL) was the last major controversial law to be drafted at the end of the Allied Occupation of Japan (1945-1952) which was managed and controlled by General Headquarters (GHQ) under U.S. General MacArthur and was enacted into law after Japan had regained its formal independence in 1952. Soon after the Occupation began, prewar Japanese internal security laws were ordered abolished by the Occupation. Now that Japan would be re-gaining its independence in 1952, there was urgency to creating a new integrated national internal security law to fill the vacuum created by the Occupation, 1945-1952. The Subversive Activities Prevention Law was to be the centerpiece for maintaining internal security in the new independent Japan. It turned out to be an extremely controversial law that was vociferously opposed by the political opposition in and out of the Diet in light of the prewar history, surrounding how such internal security laws were implemented by the state security apparatus. The demonstrations in 1951-52 against the proposed law, organized by the labor unions, were the largest, loudest and most determined since the end of the war. This publication is the first analysis in English on how this law was drafted and debated, supported and opposed, using the 20+ drafts of the law, and the subsequent deliberations concerning the proposed law in the Houses of Representatives and Councillors. A short epilogue - since over 50 years have elapsed since the law was initially enacted in 1952 - analyzes the implementation of the law during these years. "The Subversive Activities Prevention Law of Japan, Its Creation, 1951-1952" will be of particular interest to those studying the Allied Occupation of Japan, the Japanese political and legislative process and its internal security laws.
