Available in PDF, EPUB and Kindle. Book excerpt: Southern Africa has embarked on one of the world's most ambitious security co-operation initiatives, seeking to roll out the principles of the United Nations at regional levels. This book examines the triangular relationship between democratisation, the character of democracy and its deficits, and national security practices and perceptions of eleven southern African states. It explores what impact these processes and practices have had on the collaborative security project in the region. Based on national studies conducted by African academics and security practitioners over three years, it includes an examination of the way security is conceived and managed, as well as a comparative analysis of regional security co-operation in the developing world.

Book excerpt: "Global Trends 2025: A Transformed World" is the fourth unclassified report prepared by the National Intelligence Council (NIC) in recent years that takes a long-term view of the future. It offers a fresh look at how key global trends might develop over the next 15 years to influence world events. Our report is not meant to be an exercise in prediction or crystal ball-gazing. Mindful that there are many possible "futures," we offer a range of possibilities and potential discontinuities, as a way of opening our minds to developments we might otherwise miss. Available in PDF, EPUB and Kindle. Book excerpt: The major challenges confronting South Africa since the advent of non-racial multiparty democracy have been the need to promote democratic governance, economic growth, global competitiveness, and to improve the standard of living of its people, especially the previously disadvantaged majority Black population. These challenges have coincided with the ascendancy of globalisation with its attendant social, economic and political imperatives, all of which have consequences for governance and development at the national level, not least in emerging economies like South Africa. This important book assesses the implications of global imperatives for the nature, capacity, character and scope of democratic governance and the pursuit of equitable development in the new South Africa. A major conclusion is that the implementation of domestic economic reforms predicated on market fundamentalism, with its dominant logic and paradigm of globalisation and economic management, is incompatible and irreconcilable with the quest for democratic governance and equitable development. The contributors contend that such an approach reproduces a substantively undemocratic and inequitable society. "Governance in the New South Africa" concludes by offering some considerations related to how substantive democracy and equitable development may be promoted in South Africa on the basis of democratic governance and developmentalism.

Book excerpt: "Global governance - the collective management of common problems at the international level - is at a critical juncture. Although global governance has been a relative success since its development after the Second World War, the growing number of issues on the international agenda, and their complexity, is outpacing the ability of international organizations and national governments to cope. Power shifts are also complicating global governance."--Introduction.

Available in PDF, EPUB and Kindle. Book excerpt: This Discussion Paper is based on a conceptual and analytical reading of cases of unconstitutional change of government in Africa. It provides a deep and up-to-date exploration of the prospects for democratic consolidation on the continent against the backdrop of an upsurge in unconstitutional changes of government. Rather than focus only on the internal threats to democracy in Africa, the author also analyses the role of neighbouring states, regional organisations and hegemonic forces within the international community in advancing or limiting democracy. In this regard, this work sheds light on why the pursuit of the liberal democratic project in Africa has so far appeared to alienate ordinary people, while providing space for dominant elites to tamper with democratic institutions and processes, which then work against popular participation and democratic development. This paper is essential reading for scholars, policy practitioners, analysts and all those with an interest in the prospects for democracy in Africa.

Available in PDF, EPUB and Kindle. Book excerpt: This collection investigates the sharpening conflict between the nation state and the internet through a multidisciplinary lens. It challenges the idea of an inherently global internet by examining its increasing territorial fragmentation and, conversely, the notion that for states online law and order is business as usual. Cyberborders based on national law are not just erected around China's online community. Cultural, political and economic forces, as reflected in national or regional norms, have also incentivised virtual borders in the West. The nation state is asserting itself. Yet, there are also signs of the receding role of the state in favour of corporations wielding influence through de-facto control over content and technology. This volume contributes to the online governance debate by joining ideas from law, politics and human geography to explore internet jurisdiction and its overlap with topics such as freedom of expression, free trade, democracy, identity and cartographic maps.

Available in PDF, EPUB and Kindle. Book excerpt: There is currently no comprehensive study of the status of security sector governance in West Africa. Many efforts to understand governance of the security sector in Africa have been directed either at individual countries or at providing a general analysis of the state and security in Africa. This book is intended to contribute to confidence and peace-building through developing a better understanding of the challenges of security sector governance and generating practical policy recommendations based on work conducted by West African experts. It analyses the nature of security sector governance in each of the 16 West African states, provides an assessment of the effectiveness of governance mechanisms, in particular relating to democratic oversight of the security sector, and takes into account the regional and international dimensions to the issue.

Available in PDF, EPUB and Kindle. Book excerpt: Relationships between social policy and human development are the subject of much research and theorizing. The literature in this area, however, examines these issues strictly within national contexts. What influence will international agendas such as NAFTA, the World Summit for Social Development, and Habitat II have? Transnational Social Policies specifically addresses the worldwide trend for national policies on human and social development to be increasingly influenced by agendas that are international, or "transnational," in nature. In doing so, the book examines the underlying international developmental, ethical, economic, and political issues shaping national policies in health, education, and employment in the developing world. This book's focus on the "transnational" character of the social policy debate makes it a truly unique and original contribution to the literature. It will appeal to the academic community, worldwide, in international development, public policy and administration, and social work; policymakers, researchers, and practitioners in the field of public (social) policy; and the international community of individuals and organizations working in international social development.
