This book was released on 2014-05-29 with total page 297 pages. Available in PDF, EPUB and Kindle. Book excerpt: For more than one hundred years, governments have grappled with the complex problem of how to revitalize distressed urban areas. In 1995, the original urban Empowerment Zones (Atlanta, Baltimore, Chicago, Detroit, New York, and Philadelphia) each received a $100 million federal block grant and access to a variety of market-oriented policy tools to support the implementation of a ten-year strategic plan to increase economic opportunities and promote sustainable community development in high-poverty neighborhoods. In Collaborative Governance for Urban Revitalization, Michael J. Rich and Robert P. Stoker confront the puzzle of why the outcomes achieved by the original Empowerment Zones varied so widely given that each city had the same set of federal policy tools and resources and comparable neighborhood characteristics. The authors' analysis, based on more than ten years of field research in Atlanta and Baltimore and extensive empirical analysis of EZ processes and outcomes in all six cities shows that revitalization outcomes are best explained by the quality of local governance. Good local governance makes positive contributions to revitalization efforts, while poor local governance retards progress. While policy design and contextual factors are important, how cities craft and carry out their strategies are critical determinants of successful revitalization. Rich and Stoker find that good governance is often founded on public-private cooperation, a stance that argues against both the strongest critics of neoliberalism (who see private enterprise as dangerous in principle) and the strongest opponents of liberalism (who would like to reduce the role of government).

Download or read book Effective Citizens' Advisory Committees: A Blueprint for Success written by Carl J. Stephani and published by ICMA Publishing. This book was released on 2013-07-01 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many of the problems faced by local government officials are fairly traditional and can be solved with the application of the right amount of staff time, consultant contracts, or just plain cash. Every so often, however, a complex new problem or opportunity arises that cannot be handled within the scope of the regular set of municipal problem-solving processes. In such instances, citizens’ committees can be a great asset to a local government. Effective Citizens' Advisory Councils: A Blueprint for Success is intended to provide the potential user of a citizens’ committee with a blueprint for establishing a committee that can assist in solving community problems. Case studies illustrate three situations in which citizen groups, with adequate guidance and staffing, managed to resolve controversial issues. Samples are provided for bylaws, meeting agendas, and orientation materials.

Book excerpt: Community visioning and strategic planning programs have become increasingly important in recent years as local governments in rural areas have searched for innovative ways to revitalize their local economies or manage population growth. A panel of experts describes local government programs in ten states. They also evaluate the effectiveness in reaching the vision and objective set forth in these programs. The authors examine the main components of each program and offer insights into factors contributing to its success. Major attention is paid to the need for social capital, benchmarking, and continuing support following the initial efforts. The discussion in the book includes recommendations for starting a community strategic visioning exercise.
