Research on the following topics was examined: the high school dropout problem; high school graduates' transition to work; unprepared college students; the importance of noncollege careers; things employers really want; CTE's promise; the history of CTE; current CTE programs; public attitudes toward CTE; and CTE in other countries. Research findings regarding the effectiveness of CTE were discussed along with the limitations of research based on national student surveys and studies of self- contained CTE programs. It was concluded that the "college for all" myth is shortchanging those young people who are either uninterested in or unsuited for college and that CTE has the potential to create a better future for these young people. Perpetuating the college-for-all myth, schools are de- emphasizing employers' needs, reducing vocational education, and retiring teachers who have employer contacts. The federal government can reverse these trends, but it must first acquire a stronger influence over CTE programs at the local level. It can accomplish this by sponsoring high-quality research, disseminating the results, developing curriculum and other materials to be used by schools nationwide, and providing technical assistance. Book excerpt: This qualitative study investigated the perception of career and technical education (CTE) held by teachers and parents/guardians of students in grades 5, 6, 7, and 8, and its influence on student enrollment in CTE. Data were collected from 66 participants, 44 teachers and 22 parents/guardians to examine perceptions. Data were obtained via a researcher created survey distributed through Survey Monkey, an electronic survey tool. The researcher analyzed the data from ratings given by parents/guardians and teachers of students in grades 5, 6, 7, and 8. In addition, data were collected from short answer responses as well as individual phone interviews conducted by the researcher with seven interviewees. Emergent themes from this study include (a) the evolution of vocational education to CTE reflects the changing nature of the programs to meet the needs of the 21st Century job market, (b) changes in present day mindset can only come to fruition through better community outreach of CTE programs, rigor of CTE programs, and clear career pathways, (c) perceptions of parents/guardians and teachers demonstrate a positive outlook with regards to well-paying career opportunities with a degree from CTE, (d) parents/guardians believe that CTE is a pathway into college and care prepare a student for both the job market and college entrance, (e) students are influenced by parents/guardians and other adults such as teachers when making decisions about college or career.

Book excerpt: Author's abstract: Career and Technical Education (CTE) programs have been an element of the American high school experience and are still an integral part of an overall high school curriculum (Silverberg, 2004). An academic foundation, combined with work and life skills, is essential for preparing a student for the 21st Century workplace (Wonacott, 2003). Employers require well trained employees possessing the skills and capabilities taught in CTE programs. However, employers also report difficult recruiting when attempting to hire well trained, qualified people. The purpose of this study was to better understand the implementation process of a high school CTE curriculum in Southeast Georgia high schools. This was a qualitative case study using focus groups: Career and Technical Education Coordinators representing the linkage between secondary and postsecondary education; high school counselors whose responsibilities include student curriculum selection; and, parents who represent the pivotal role of specific curriculum selection for their children. Each group served a vital role in providing data that were assessed and analyzed to fulfill the overall purpose of the study. Study results showed that CTE coordinators and counselors were familiar with the concept of an implementation process, but stated concern that no formal, consistent process existed that outlined CTE curriculums for parents and students. Parents were much less aware of any implementation process and vigorously stated that one should exist and that CTE curriculums should be explained and promoted. The researcher found that factors such as career goals, parent and teacher influence, and peer opinions were involved when students selected CTE curriculums. The researcher also found that CTE curriculum selection influence came from a variety of sources such as parents, peers, career opportunities, potential job salaries, and overall information about future careers as related to specific businesses and industries.
