Book excerpt: Abstract: The Latino student population in the California Community College System has surpassed the White student population as the largest sector. However, the academic achievement of Latino students trails behind that of White students, creating an achievement gap. The number of Latina/o trustees is also on the rise with voting demographics. However, the number of Latina/o CEO/presidential leadership is in decline. Latino policy makers can be instrumental in the creation of a diverse campus climate and growing the number of Latina/o CEOs. Diversity and role models are linked to improving educational outcomes for all students, particularly for Latino students. This quantitative study examined the impact of demographic and political factors on the perceptions of problems and priorities of California Community College Trustees. The dependent variable was the likelihood that trustees would agree that it was their role to promote the growth of Latina/o leadership. The demographic variable of interest was ethnicity and the study examined the differences in responses among Latina/o, White and other trustees. This study explored factors that may contribute to the steady decline of Latina/o CEO leadership and those that might aid in the growth of Latina/o leadership. This study confirmed that there are significant differences in the perceptions and priorities of Latina/o and White trustees. It was found that all trustees believed that the Latino achievement gap was a concern; however, while Latina/o and White trustees believed the gap persisted because of the growing number of remedial students and budget cuts, Latina/o trustees also believed that the gap persisted because of limited Latina/o representation and role models. The perceptions and priorities of Latina/o trustees are shaped by culture expectations and minority status, which influence their interests to help Latino students and increase the number of Latina/o leaders. White trustees do not share the same experiences but do share the interest to help Latino students because their role is to serve all students. This study confirmed that Latino trustees were more likely than White trustees to agree that it was their role to promote the growth of Latina/o CEO leadership. However, the perceptions and priorities of White trustees have a significant impact on the role of Latina/o trustees in growing Latina/o leadership.

Book excerpt: Abstract: Community college trustees are critical to the success of the organization and the students they serve because they provide the voice of local needs in alignment with the college mission. Community college trusteeship in California is vital given the changing student demographic, the growing number of Latinos enrolled, and their need for responsive institutions. The diversity of the board is therefore critical to ensuring that the diverse needs are being met. However, little is known about the lives of California's community college trustees and how they transform educational settings. The purpose of this qualitative study is to shed light on the personal, educational, professional, and trusteeship journey of five Chicana/Latina trailblazers, the first Chicana/Latinas to be elected to their district. Using testimonio methodology to give voice to this group of women, this study is set in the Chicana Feminist Epistemological stance, which put these participants in the center of this study, providing the participants an opportunity to co-create knowledge, and allowed the researcher to apply the use of Chicana intuition, to guide the study design. The theoretical framework, Latino Critical Theory (LatCrit) was used as the analytical lens exposing raced, classed, and gendered experiences in the school setting. Through the use of a LatCrit lens, this study exposed the participant's experiential knowledge, critical to their successful navigation oftheir trusteeship, creating more responsive institutions. The findings reveal that these participants, as a collective, felt the trauma of the race, class and gendered experiences in the educational setting. These experiences shaped their worldview. Nonetheless the women developed aspirations to become educators and these aspirations led them to college where they were able to move beyond internal oppression by developing a social consciousness and develop a Chicana identity. These experiences led them to social activism, which served as the path to community college trusteeship. They became the first Chicana/Latina community college trustees in their district, taking a seat at the dais and it is there that these trailblazers created a legacy of inclusion and transformed the educational setting.

Book excerpt: With the impending retirements of community college presidents hired during the rapid growth of the 1960s, consideration is imperative regarding how leadership vacancies will be filled. The turnover in leadership occurs at a time of increasing diversity in student enrollments; this gap is in contrast to the primarily homogeneous composition of current leadership. Although women comprise the majority of students and Latino enrollment is growing, the representation of Latinas in community college presidencies is woefully small. Without strategic intervention, the challenge of reflecting diversity at all levels of community colleges will grow in magnitude. The intersection of a changing student body and projected retirements present an opportunity to diversify leadership at the community college. The primary purpose of this research was to learn from Latina community college presidents about the conditions that influenced their ascension to the presidency. The conditions and experiences examined were (a) influences that Latina community college presidents identified as having the most impact on personal career success, (b) strategies Latinas have employed to overcome barriers or challenges on the pathway to the presidency, and (c) the organizational climate and practices within community colleges that either hinder or support Latinas. The convergence of these conditions was analyzed to determine effective strategies to support Latinas in achieving leadership roles. This study utilized mixed methods for data collection, both qualitative and quantitative. Data sources included interviews with 13 Latina community college presidents. Further, 22 participants completed questionnaires that provided demographic information. The following themes emerged from the findings: personal context, professional preparation, professional context, challenges and the leadership pipeline. In spite of the gains made by women in higher education and the increase of Hispanic students entering post secondary education, equity in the representation of Latinas in higher education at the administrative ranks has not yet been achieved. The findings suggests that trustees played a critical role in promoting diversity as the majority of the boards that hired the presidents in this study included representation from women and other minority groups. Moreover, although systemic barrier exist the Latinas presidents in this study refused to allow bias to prevent them from succeeding. Recommendations for further studies and implications for developing Latinas to gain access to the leadership pipeline were discussed in the findings.

Book excerpt: Latinas' persistent underrepresentation in community college executive leadership contrasts their increasing educational matriculation, educational attainment, and proportion of the California and U.S. populations, suggesting Latinas are blocked from vital leadership opportunities. This is problematized by Latina's historical exclusion along gendered, racialized, and class lines manifested in the contested U.S.-Mexico borderlands. Research scarcity exploring Latinas' leadership perceptions and meaning-making processes has perpetuated leadership inequities and created a knowledge gap which ultimately undermines the calls for diverse and transformative leadership to achieve the nations college completion agenda. This qualitative study employed a multimodal, plática-based approach of testimonio and collective reflexión to explore conocimiento in the leadership development of thirteen intergenerational Latina community college leaders in San Diego's U.S.-Mexico borderlands. Specifically, two group pláticas and 1 semi-structured plática with each participant were conducted. Conocimiento theory was the primary theoretical framework for data analysis, in addition to borderlands theory, gendered organizations, and Chicana/Latina feminist thought. Data analysis was presented through composite testimonio counterstories by distilling testimonios into five composite characters. Findings illustrate community colleges created institutional desconocimiento (organizational bias and willful ignorance perpetuating dominant norms) through mechanisms such as leadership choques, multibind predicaments, and the educational housekeeper phenomenon. Latinas challenged limiting scripts and asserted agency through transformational scripting--agentic personal and collective interpretations of educational leadership. Additionally, Latinas learned to navigate institutional desconocimiento by employing strategizing techniques to resist assimilative pressures and lead authentically. Strategizing techniques included: (1) using nagüalismo for transformation, (2) developing a toxicity radar, (3) engaging in self-work, (4) nourishing the spirit, (5) pursuing graduate work and (6) leadership development. A model of conocimiento leadership is presented conceptualizing how Latinas lead at the intrapersonal, interpersonal, institutional, and structural levels. Recommendations for leadership preparation include applying and institutionalizing conocimiento leadership principles to develop effective and measurable academic and organizational leadership initiatives complementing the American Association of Community Colleges leader competencies. Research implications include a call for increased research in: (1) the intersectional experiences informing Latina educational leadership, (2) conocimiento across the educational pipeline, (3) the role of transformational scripting in transformative educational leadership, and (4) components and manifestations of institutional conocimiento.

Through the thematic analysis process, three prominent themes emerged as the most influential factors in leadership development, (1) relationships, (2) regional culture, and (3) socioeconomics. Subthemes included (1a) personal, (1b) professional, and (2a) border towns and other regions of Texas, (2b) language, (2c) discrimination, and (3a) education. Three key conclusions included (1) relationships, and regional cultural experiences represent critical life span factors influencing leadership development, (2) socioeconomics represents the influences on educational experiences, and (3) experiences of discrimination represent critical factors influencing leadership practices. Book excerpt: The purpose of this ethnographic research was to discover the influence of President Judith Valles' gender and ethnicity on her leadership behavior at Golden West College in Huntington Beach, California, and to determine if similar influences existed among the other eight Hispanic women presidents of community colleges in the U.S. A composite profile of the nine presidents was developed. More than 100 interviews were conducted from a broad spectrum of participants, including seven of the nine Hispanic women presidents. The researcher became a participant observer at Golden West College for the fall of 1991. All the presidents were strongly influenced by their close family ties, their cultural identity, and their parents' emphasis on education. They developed their bicultural identity and bilingual ability early in life. All spoke unaccented English and Spanish. Their female gender and the Hispanic culture affected the behaviors of all the Hispanic women presidents who participated in this study. Because of a lifetime viewing the world through two sets of lenses, the Anglo-Saxon and the Hispanic, Judith Valles brought an openness to new ideas, to divergent viewpoints, and a sensitivity to others that facilitated her leadership. A strong connection between gender and Hispanic behaviors was discovered. Financial constraints, governmental policies, and the college history also had an impact on the context for leadership for these presidents. The leadership of most of the presidents resulted in increased collaborative decision making and a focus on developing a family or community on the campus, often through celebrations and ceremonies. They all emphasized reaching out to the broader community and involving it in the support of the college. The vision for a more inclusive community college that welcomed and valued the diverse student population characterized Judith Valles as well as all the Hispanic women presidents.

Today, all colleges are under intense pressure to improve student success rates. Using qualitative methodology, this grounded theory case study analyzed the expanding role of community college trustees in a college that has transformed to embrace student success. This study examined the expanding role of trustees through their eyes and the eyes of senior administrators. Their perceptions culminated into eight major themes: Achieving the Dream, Board of Trustees Institute, student success, data, leadership, partnership, trust, and vision. Two other themes of note developed: outcomes-based funding and the influence of Dr. Byron McClenney. Time expenditure on trustee duties and professional development concluded the findings. Conclusions drawn reveal that a transformational culture change from an emphasis solely on student access, to one of access plus student success began with the Board. Trustees developed an expanded skill set of awareness and acuity regarding student success data in order to interpret and use data effectively, resulting in an increased amount of time spent on Board duties and training. The Board now makes data driven decisions that have transformed fiscal policy to reflect the student success agenda. The primary focus of the Board is on how their actions affect student success rather than only on enrollment numbers and budgets. Through this process, the Trustees and Chancellor have developed a genuine and open partnership that extends to senior administrators. The Trustees continue to observe the boundaries of their policy-making roles as they ask the right questions without getting into day-to-day operations of the college. Because of limited research on community college trustees and student success, this study adds to available literature and may provide value to trustees, presidents, and chancellors who are changing their institutional culture to one focusing on student success. Conclusions drawn from the study may be used to enhance the education of trustees on their expanded role. The findings may also serve as a guide in helping trustees understand how to prioritize student success without stepping over the line into daily college operations.

This study aimed to recapture the individual experiences of current Latino community college presidents from working class, immigrant family backgrounds as they ascended to the presidency. Through in-depth, conversational interviews, a chronology of their rich personal, social, and cultural experiences was shared and their stories retold with their assistance. A purposive sampling method was used to identify the participants for the study. Four research subjects participated in the study from the estimated twenty-seven community college Chief Executive Officers in California who are of Latino descent. This qualitative study utilized a narrative research design that gives voice, integrity, and authenticity to their experiences. While it was not the intention of this study to compare the experiences of the participants, seven common themes emerged from the narratives: 1) The Powerful Influence of Family; 2) A Sense of Struggle, Overcoming Obstacles, and Resilience; 3) Positive Connections to Schools and Learning; 4) Great Benefits from Quality Mentoring Experiences; 5) Growth from Participation in Leadership Development Programs; 6) An Unusual Commitment and Dedication to Public Service; 7) The Impact of Race, Culture, and Gender on the Presidency. By investigating the experiences, events, and circumstances that provided Latino educators the opportunity for ascendancy to the presidency of a community college, a better understanding of this educational journey emerged and informs educational leaders and practitioners of higher education. This study also wished to inform educational policy, programs, and leadership practices that identify, prepare, and increase the number of underrepresented community college presidents, especially Latinos and others who derive from ethnic minority and working class, immigrant communities.

With little research on mid-level administrators, their roles, and the processes in which they develop their leadership skills, community colleges are not equipped with resources to tap into this potential and abundant leadership pool successfully. The purpose of this study was to understand the experiences of mid-level administrators in California community colleges, the challenges they face in their positions, and more importantly, to explore the learning process that mid-level administrators engage in to cultivate their leadership skills to address those challenges. The study was guided by the following research questions: (1) What are the leadership and managerial challenges that California community college mid-level administrators face in their positions? (2) How do community college mid-level administrators develop and cultivate their leadership skills to address leadership and managerial challenges in California community college settings? (3) What leadership skills, knowledge, and competencies do mid-level administrators believe they need in order to be effective in their position as well as their career overall? And (4) What leadership development resources and support do mid-level administrators feel they would need in order to advance to the next administrative level position? The research methodology was a qualitative approach to understanding their leadership experiences. Data were collected by means of one-on-one interviews and a brief questionnaire. Data were collected from 12 participants who currently work as deans or directors in community colleges in southern California. Findings revealed that challenges to the mid-level administrators include managing employees, campus politics, and an increasing workload. The findings also highlighted the importance of leadership mentoring and training for mid-level administrators so they can be effective in their current position and to prepare them for career advancement. Recommendations for policy and practice include adding new language in accreditation standards to focus on effective leadership and implementing ongoing managerial and leadership trainings for mid-level administrators.
