Book excerpt: Consumer and producer services, the latter in particular, are expected to become an important means of diversification and employment growth to the economy of Nevada. It has been suggested that the siting of the nuclear waste repository at Yucca Mountain, Nevada, will lead to a significant reduction in the amenity value of the state and, consequently, the ability of the state to attract these nonmanufacturing industries. This report reviews the literature dealing with factors important to the location of services, with an emphasis on producer services, to determine whether amenities, which have been shown to be an important locational consideration for some manufacturing firms, similarly affect the location of services. The report finds little substantive evidence to link amenities with the location of service firms, although the process by which these firms' locations are chosen is not well understood. Research in this area is comparatively recent, and although a number of theories of service location have been developed, the majority of research is exploratory in scope.

Book excerpt: The impacts that risk perceptions have on those deciding whether to locate a business activity in an area likely to host a nuclear waste facility have become an important consideration in analyses that deal with choosing a site for nuclear waste facilities. This report presents empirical evidence on the importance of environmental amenities and disamenities in business location decisions gathered from surveys and interviews of owners and managers of manufacturing and producer service establishments in Colorado and Utah. Results show that amenities are a much more important consideration for producer service establishments than for manufacturing establishments. Policies of host communities to offset the loss of business establishments that could result from risk perceptions associated with nuclear waste facilities should therefore take into account how sensitive the business activities that are present or likely to locate in the area are to environmental amenities.

Economic activity became more footloose and the ability to attract productive labor became a prominent regional development concern. Consequently, environmental amenities began to have a larger role in determining the patterns of regional growth and development, and subsequently moved to the forefront of current regional economic development thought and practice. Environmental amenities provide non-pecuniary benefits to area residents, and induce in-migration flows to regions that possess high levels of environmental amenities. The attraction is particularly strong for those individuals with higher incomes and wealth. The combined forces of increased demand for environmental amenities and increased spatial flexibility of production has brought environmental amenities to the forefront of current regional economic development thought and practice. Two distinctive periods divide the last fifty years of development in China. The period 1949 to 1978 was dominated by central planning. The special economic zone of Shenzhen grew from what was, until 1980, a landscape predominantly made up of rice paddy fields and traditional villages. By 1995, the population of the city grew to more than two and a half million. Two modes of land provision are identified as the main contributors to Shenzhen's urban development process, which is also echoed in other Chinese cities. Incremental urban land reforms are elaborated within a broad framework of institutional change, while marketization has brought many changes to Chinese society. Continued urban reform toward a market economy seems now irreversible.
