Book excerpt: Excerpt from The Rise of Preventive Medicine If any of my readers consider some of my subject matter to be remote from, or irrelevant to, the immediate issue under discussion, I would invite them to reflect upon the fact that the scope and setting of Preventive Medicine is as wide and universal as human experience has made it. It is concerned not only with one branch of the art and science of Medicine but with various ramifications of social, political, and religious circumstance. The ideal of Medicine is the prevention of disease, and the necessity for curative treatment is a tacit admission of its failure; yet the ways and means of prevention, from the earliest times, have con stituted a part of the history of human conduct in the individual and the community rather than being merely instruments of the medical art. Many non-medical factors and influences lie at the basis of Preventive Medicine. It may, I suppose, be added with truth that human survival and the cultivation of human health and capacity have always been, consciously or unconsciously, among the first and most fundamental tasks of statecraft. Book excerpt: Excerpt from An Introduction to the Practice of Preventive Medicine The banner Province of the Dominion of Canada, Ontario, now spends about 2 per cent of its total revenue in this way. The capital city of that Province, Toronto, does likewise. The motto of the New York State Department of Health is: Public Health is purchasable; within natural limitations any community can deter mine its own death rate. This motto is being literally applied in these, as in many other places. It is probable that in a short time no province, state or municipality will be found wanting in this important matter. Book excerpt: Excerpt from Public Health and Preventive Medicine Taking into consideration the main object of the volume, and in the endeavour to secure the utmost compression, it has been decided to exclude what would be a very lengthy bibliography, though the names of authorities are frequently quoted. N o attempt has been made to deal fully with laboratory work, but as some reference to it was absolutely necessary, the rationale of the various processes has in each instance been given, and, we believe, will be found useful by the student in the way of recalling his practical work and refreshing his memory. Our thanks are due to all those whose writings have aided us, and also to those who in other ways have rendered us assistance. We are specially indebted to Dr. Harvey Littlejohn for much kind advice, criticism, and the loan of literature on various branches. Book excerpt: Excerpt from Progress and Problems, in Preventive Medicine When I was a boy they told me not to catch cold, but they could not tell me what to do in order not to catch cold, and if they did it was mostly poor advice. Thus I was taught to fear the night air, whereas now we know that the air by night is cleaner than the air by day in that it contains less dust and fewer bacteria; our common sense confirms the observation that the night air in itself containsno injurious qualities. Patients with tuberculosis, and even pneumonia, are freely exposed to the health-giving tonic properties of the cool night air. Book excerpt: Excerpt from Transactions of the Section on Preventive Medicine and Public Health The colonial period brought forth an attempt on the part of the various ports and cities to exclude and eradicate pestilential disease. This was a local, nu organized, and non-uniform movement, too often influenced by commercial motives and civic pride, but the seed of preventive medicine thus sown took root, and one of the first bills introduced into the First Congress of the United States provided for the assump tion of the quarantine power by the federal govern ment. But the time was not ripe, and we passed through a long period of state and local quarantine, and not a few devastating epidemics, before the citizen ship had evolved to the point where it would impose these duties on the general government. Even then we were unprepared for the step, and the short-lived national Board of Health came and went, but not before it had touched with prophetic finger the heart of the problem of the public health, the state and local boards of health. In a republic where the right to govern rests on the consent of the governed, where public senti ment very largely influences the enforcement of sanitary law, where people think before they obey, the comer stone of the whole public health fabric is the state board of health, and its efficiency determines in large measure the efficiency of the whole. Coincident with the development of the state boards came the improvement of the federal health agencies. The national Board of Health was a de new creation springing fully formed from the brains of a number of the most brilliant and public-spirited medical men of their time. The principle on which it was founded. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. So long as the organ ism is able to maintain the equilibrium of its func tions, the condition is described as health All creatures, however, are only capable of reacting against a special and very limited environment, and the base of health's equilibrium is, therefore, a relatively narrow one.
