Book excerpt: When most of Eastern Europe was struggling with dictatorships of one kind or another, the Democratic Republic of Georgia (1918-1921) established a constitution, a parliamentary system with national elections, an active opposition, and a free press. Like the Democratic Republic of Georgia in 1918, its successors emerged after 1991 from a bankrupt empire, and faced, yet again, the task of establishing a new economic, political and social system from scratch. In both 1918 and 1991, Georgia was confronted with a hostile Russia and followed a pro-Western and pro-democratic course. The top regional experts in this book explore the domestic and external parallels between the Georgian post-colonial governments of the early twentieth and twenty-first centuries. How did the inexperienced Georgian leaders in both eras deal with the challenge of secessionism, what were their state building strategies, and what did democracy mean to them? What did their electoral systems look like, why were their economic strategies so different, and how did they negotiate with the international community neighbouring threats. These are the central challenges of transitional governments around the world today. Book excerpt: Traditionally, the secession of the states in the lower South has been viewed as an irrational response to Lincoln's election or as a rational response to the genuine threat a Republican president posed to the geographical expansion of slavery. Both views emphasize the fundamental importance of relations between the federal government and the southern states, but overlook the degree to which secession was a response to a crisis within the South.Johnson argues that secession was a double revolution -- for home rule and for those who ruled at home -- brought about by an internal crisis in southern society. He portrays secession as the culmination of the long-developing tension between slavery on one side and the institutional and ideological consequences of the American Revolution on the other. This tension was masked during the antebellum years by the conflicting social, political, sectional, and national loyalties of many southerners. Lincoln's election forced southerners to choose among their loyalties, and their choice revealed a South that was divided along lines coinciding roughly with an interest in slavery and the established order.Starting with a thorough analysis of election data and integrating quantitative with more traditional literary sources, Johnson goes beyond the act of secession itself to examine what the secessionists said and did after they left the Union. Although this book is a close study of secession in Georgia, it has implications for the rest of the lower South. The result is a new thesis that presents secession as the response to a more complex set of motivations than has been recognized.

Book excerpt: This book, one of the first in English about everyday life in the Republic of Georgia, describes how people construct identity in a rapidly changing border region. Based on extensive ethnographic research, it illuminates the myriad ways residents of the Caucasus have rethought who they are since the collapse of the Soviet Union. Through an exploration of three towns in the southwest corner of Georgia, all of which are situated close to the Turkish frontier, Mathijs Pelkmans shows how social and cultural boundaries took on greater importance in the years of transition, when such divisions were expected to vanish. By tracing the fears, longings, and disillusionment that border dwellers projected on the Iron Curtain, Pelkmans demonstrates how elements of culture formed along and in response to territorial divisions, and how these elements became crucial in attempts to rethink the border after its physical rigidities dissolved in the 1990s. The new boundary-drawing activities had the effect of grounding and reinforcing Soviet constructions of identity, even though they were part of the process of overcoming and dismissing the past. Ultimately, Pelkmans finds that the opening of the border paradoxically inspired a newfound appreciation for the previously despised Iron Curtain as something that had provided protection and was still worth defending.
