However, important vulnerabilities remain: economic activity is weak, employment is low, social tensions linger, spending composition has deteriorated, and external imbalances are high. To tackle these issues, Tunisia formulated a five-year (2016–20) economic vision in 2015, which is being developed into a detailed plan. The vision aims at promoting stronger and more inclusive growth in Tunisia.

But did Tunisia simply avoid the misfortunes that befell its neighbors, or were there particular features that set the country apart and made it a special case? In Tunisia: An Arab Anomaly, Safwan M. Masri explores the factors that have shaped the country's exceptional experience. He traces Tunisia's history of reform in the realms of education, religion, and women's rights, arguing that the seeds for today's relatively liberal and democratic society were planted as far back as the middle of the nineteenth century. This topic has taken on new importance now that the United States is emphasizing the threats posed by strategic competition, particularly with China, over those posed by terrorism. Can ICB programs improve security governance while simultaneously advancing the United States' influence in Africa? Drawing on past research, interviews with stakeholders in ICB programs, and assessment of ICB efforts in four African countries, the authors examine U.S. ICB programs for the security sectors of African partner governments and their potential role in strategic competition. They outline a framework for understanding the relationships between ICB and efforts to gain influence among U.S. partner nations. Finally, they provide recommendations on how U.S. policy can better integrate governance and strategic competition objectives in Africa, emphasizing the need to prioritize resilience in partners' security sectors, to build relationships through long-term commitments, and to subordinate the transfer of specific military resources to an overarching strategy that emphasizes the first two.

The Tunisian labour market is marked by a strong increase of higher education graduates while the economic system is dominated by sectors mainly employing a less qualified labour force. This study investigates current labour market trends, and provides insights into the underlying causes of persisting high youth unemployment. The author argues that economic crisis, difficult political conditions since 2011, and inefficient labour market policies did not foster sufficient job creation, and that special attention needs to be paid to the educational causes of the skill mismatch in youth employment in future sustainable development models.

If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

The fall was due to a variety of external factors, including two terrorist incidents that negatively affected the tourism sector in particular and shook business confidence more generally. However, growth picked up somewhat in 2016, standing at 1%, 1.4% and 1.3% in the first, second and third quarters of the year, respectively, and is expected to maintain this upward trend in 2017, supported by greater export competitiveness. Moves to bolster the economy through reforms, such as the new investment law and plans to tackle wider structural issues, are likely to help to raise growth to higher levels than those witnessed in recent years, as should the improvement in security since the 2015 attacks, though the extent of this will depend in part on whether or not the economy of the country’s main export destination and tourism source market – the eurozone – can emerge from its own recent slowdown.

In Your Sons Are at Your Service, Aaron Y. Zelin uncovers the longer history of Tunisian involvement in the jihadi movement and offers an in-depth examination of the reasons why so many Tunisians became drawn to jihadism following the 2011 revolution. Zelin highlights the longer-term causes that affected jihadi recruitment in Tunisia, including the prior history of Tunisians joining jihadi organizations and playing key roles in far-flung parts of the world over the past four decades. He contends that the jihadi group Ansar al-Sharia in Tunisia was able to take advantage of the universal prisoner amnesty, increased openness, and the lack of governmental policy toward it after the revolution.
