Stokley, Mayor of the City of Philadelphia Among the civil acts of the Mayor in 1873 to which notice is called because of its relation to the recent excitement on that subject, is a message sent to Councils, September 9th which directed attention to the illegal issue of medical diplomas, and asked the passage of a resolution requesting the Attorney General of the State to proceed against the Medical University of Philadelphia. That bogus doctor mills, which have been of incalculable harm to our renowned colleges of medicine and surgery, and the disgraceful cause of foreign official complaint to the general government, - were allowed to continue their villianous frauds for the past seven years, is not the fault of our Mayor. Another message, sent October 3oth, in this year, is worthy of note, as another illustration of his prescience. Preparations were being made for the approaching International Exhibition, and numer ous applications were submitted for the erection of temporary frame houses; the Mayor's warning said: Every additional wooden build ing will be a tinder box needing but a match or a cigar light, to endanger the whole neighborhood, and I do solemnly conjure you to forbear. Book excerpt: In 1903, Muckraker Lincoln Steffens brought the city of Philadelphia lasting notoriety as "the most corrupt and the most contented" urban center in the nation. Famous for its colorful "feudal barons," from "King James" McManes and his "Gas Ring" to "Iz" Durham and "Sunny Jim" McNichol, Philadelphia offers the historian a classic case of the duel between bosses and reformers for control of the American city. But, strangely enough, Philadelphia's Republican machine has not been subject to critical examination until now. When Bosses Ruled Philadelphia challenges conventional wisdom on the political machine, which has it that party bosses controlled Philadelphia as early as the 1850s and maintained that control, with little change, until the Great Depression. According to Peter McCaffery, however, all bosses were not alike, and political power came only gradually over time. McManes's "Gas Ring" in the 1870s was not as powerful as the well-oiled machine ushered in by Matt Quay in the late 1880s. Through a careful analysis of city records, McCaffery identifies the beneficiaries of the emerging Republican Organization, which sections of the local electorate supported it, and why. He concludes that genuine boss rule did not emerge as the dominant institution in Philadelphia politics until just before the turn of the century. McCaffery considers the function that the machine filled in the life of the city. Did it ultimately serve its supporters and the community as a whole, as Steffens and recent commentators have suggested? No, says McCaffery. The romantic image of the boss as "good guy" of the urban drama is wholly undeserved.

The tension between these conceptions of public life was especially evident in the young nation's burgeoning cities. Exploiting a wide range of sources, including novels, cartoons, memoirs, and journalistic accounts, James J. Connolly traces efforts to reconcile democracy and diversity in the industrializing cities of the United States from the antebellum period through the Progressive Era. The necessity of redesigning civic institutions and practices to suit city life triggered enduring disagreements centered on what came to be called machine politics. Featuring plebian leadership, a sharp masculinity, party discipline, and frank acknowledgment of social differences, this new political formula first arose in eastern cities during the mid-nineteenth century and became a subject of national discussion after the Civil War. During the Gilded Age and Progressive Era, business leaders, workers, and women proposed alternative understandings of how urban democracy might work. Some tried to create venues for deliberation that built common ground among citizens of all classes, faiths, ethnicities, and political persuasions. But accommodating such differences proved difficult, and a vision of politics as the businesslike management of a contentious modern society took precedence. As Connolly makes clear, machine politics offered at best a quasi-democratic way to organize urban public life. Where unity proved elusive, machine politics provided a viable, if imperfect, alternative.

Book excerpt: This book examines the intersection and interplay between Progressive-Era rhetoric regarding commercialized vice and the realities of prostitution in early-twentieth-century Philadelphia. Arguing that any study of commercial sexual vice in a historical context is difficult given the paucity of evidence, this work instead focuses on reformers’ construction of a cultural view of prostitution, which Adams argues was based more upon their perceptions of the trade than on reality itself. Looking at the urban core of the city, Progressive reformers saw vice, immorality, and decay—but as they frequently had little face-to-face interaction with prostitutes plying their trade, they were forced to construct culturally fueled archetypes to explain what they believed they saw. Ultimately, reformers in Philadelphia were battling against a rhetorical creation of their own design, and any study of anti-vice reform in the early twentieth century tells us more about the relationship between activists and the government than it does about vice itself.
