A highly anticipated energy reform approved by Congress in 2013 will for the first time in decades open the nationalised oil industry to foreign investment, while a new public-private partnership law is set to provide the climate of legal certainty needed to attract private investment in the myriad of sectors undergoing expansion. While challenges remain, in particular informality and deficient domestic supply chains, growth prospects remain positive for the second-largest economy in Latin America.

On route to a protest, local police intercepted the students and a confrontation ensued. By the morning, they had disappeared without a trace. Hernández reconstructs almost minute-by-minute the events of those nights in late September 2014, giving us what is surely the most complete picture available: her sources are unparalleled, since she has secured access to internal government documents that have not been made public, and to video surveillance footage the government has tried to hide and destroy. Estimates of fiscal multipliers––obtained from state-level spending––fall within 0.6–0.7 after accounting for dynamic effects. However, the size of multipliers varies with the output gap. The planned fiscal consolidation—under the estimated multipliers—is projected to subtract on average 0.5 percentage points from growth over 2015–20. However, there are offsetting effects. The positive growth impulse of lower costs on manufactured goods production is estimated to reach 0.5 percentage point in 2015 and 2016, largely offsetting the impact of fiscal consolidation on growth in the near term.

Mexico has a mature AML/CFT regime, with a correspondingly well-developed legal and institutional framework. Most of the key authorities have a good understanding of money laundering (ML) and terrorist financing risks, and there is generally good policy cooperation and coordination. The financial sector demonstrates a good understanding of the primary ML threats from organized crime groups and associated criminal activities as well as tax crimes, but the recognition of corruption as a main threat is uneven. Financial intelligence and other relevant information are made available by the financial intelligence unit and accessed on a regular basis by competent authorities.
