Book excerpt: Increasing the rigor of high school curriculum requirements is often touted as a method for improving the career readiness of graduates. However, the connection of specific coursework to labor market outcomes is not well understood, particularly for individuals who do not enroll in post-secondary education following high school graduation. This study examines the relationship between high school course-taking patterns and both short- and long-term employment status and earnings for the population of youth who are not initially college bound. Using data from the National Education Longitudinal Study of 1988 (NELS), I regress employment and earnings on course-taking variables, controlling for a number of demographic, parental, and school factors. The results indicate that English and vocational courses are associated with increased employment and earnings in the short term, but these influences disappear by the time respondents are eight years removed from high school. Outside of course taking, higher grades and high school work experience are associated with more sustained employment and increased earnings. These findings suggest that high school policy reformers should not necessarily presume that increasing academic coursework will best meet the needs of the non-college-bound population.

Book excerpt: The labor market outcomes of non-college-bound high school graduates were examined by analyzing the 1980 High School and Beyond Fourth Follow-up Survey, which contains information on more than 14,000 former high school students who were interviewed in 1980 as sophomores and again in 1982, 1984, 1986, and 1992. The study concentrated on respondents who had not pursued more than 5 months of postsecondary education after graduation. The analysis generally confirmed the previously discovered modest association between high school coursework and females' short-term labor market outcomes. Grades in high school were also modestly associated with early labor market outcomes for males and females; however, these associations had disappeared by 1991. Taking vocational courses was either associated with poorer earnings or not significantly associated with economic outcomes in 1983 and 1991. The one exception was credits earned in specific labor market preparation courses, which were associated with higher earnings and weeks employed for females in 1983. Working while in high school proved beneficial to new graduates and was positively associated with both early and later labor market success for female graduates. In The Money Myth, W. Norton Grubb proposes a powerful paradigm shift in the way we think about why some schools thrive and others fail. The greatest inequalities in America's schools lie in factors other than fiscal support. Fundamental differences in resources other than money—for example, in leadership, instruction, and tracking policies—explain the deepening divide in the success of our nation's schoolchildren. The Money Myth establishes several principles for a bold new approach to education reform. Drawing on a national longitudinal dataset collected over twelve years, Grubb makes a crucial distinction between "simple" resources and those "compound," "complex," and "abstract" resources that cannot be readily bought. Money can buy simple resources—such as higher teacher salaries and smaller class sizes—but these resources are actually some of the weakest predictors of educational outcomes. On the other hand, complex resources pertaining to school practices are astonishingly strong predictors of success. Grubb finds that tracking policies have the most profound and consistent impact on student outcomes over time. Schools often relegate low-performing students—particularly minorities—to vocational, remedial, and special education tracks. So even in well-funded schools, resources may never reach the students who need them most. Grubb also finds that innovation in the classroom has a critical impact on student success. Here, too, America's schools are stratified. Teachers in underperforming schools tend to devote significant amounts of time to administration and discipline, while instructors in highly ranked schools dedicate the bulk of their time to "engaged learning," using varied pedagogical approaches. Effective schools distribute leadership among many instructors and administrators, and they foster a sense of both trust and accountability. These schools have a clear mission and coherent agenda for reaching goals. Underperforming schools, by contrast, implement a variety of fragmented reforms and practices without developing a unified plan. This phenomenon is perhaps most powerfully visible in the negative repercussions of No Child Left Behind. In a frantic attempt to meet federal standards and raise test scores quickly, more and more schools are turning to scripted "off the shelf" curricula. These practices discourage student engagement, suppress teacher creativity, and hold little promise of improving learning beyond the most basic skills. Grubb shows that infusions of money alone won't eradicate inequality in America's schools. We need to address the vast differences in the way school communities operate. By looking beyond school finance, The Money Myth gets to the core reasons why education in America is so unequal and provides clear recommendations for addressing this chronic national problem.

Existing research has found some positive impacts of CTE on labor market outcomes. This paper explores the relationship between participating in one form of CTE - high school work-based learning activities - and earnings, using data from the Educational Longitudinal Study of 2002. There is a lack of recent and rigorous research on these programs; my analysis builds upon earlier work by using panel data, a non-participating control group, and a nationally representative sample. Using labor market data from 2011, my research is also relevant to today's post-Great Recession labor market. I find evidence of a modest positive relationship between participation in high school work-based learning and earnings.

Book excerpt: This study used data on 1992 high school graduates from the National Education Longitudinal Study of 1988 (a survey that began with eighth graders in 1988 and followed them every two years through 1994) to examine the critical junctures when at-risk high school graduates are most likely to leave the pipeline to college enrollment, and to identify factors that increase their chances of successfully navigating the enrollment pipeline. An at-risk student was defined as having risk factors such as being from a single parent household, having an older sibling who dropped out of high school, and earning low grades between sixth and eighth grades. Highlights of the findings include: about 58 percent of graduates had one or more risk factors; of these, 30 percent successfully navigated the pipeline to college enrollment; at-risk students differed most from counterparts in their educational aspirations and academic preparation; and academically prepared at-risk students were much less likely than counterparts to take an entrance exam. After an introductory chapter, two chapters detail data and definitions and provide an overview of students at risk. The following two chapters present findings on the pipeline to a four-year college and compare at-risk students regarding completion of math courses, help received in the college application process, and level of school involvement of students, parents, and peers. Appended are a glossary, technical notes, and supplementary tables. (DB)
