Contradictory information regarding performance appraisal effectiveness has added to the skepticism felt by participants. Performance appraisals were first introduced to the public sector by President Carter through the Civil Reform Act. The goal of appraisals was initially dependent upon the type of work being performed. Executive-level employee appraisals to be based on both the performance of the individual and the organization's performance. Non-executive employees were to connect individual performance with the agency's objectives. The ultimate goal was to create a system to assess employee performance and advance the operational functions of the organization. The proposed study aims to analyze factors associated with employee perceptions of performance appraisals in the public sector and to help identify key factors that aid or impede appraisal effectiveness. Using surveys and interviews, quantitative and qualitative data can be gathered from current federal, state, and local government employees who were participate in the appraisal process. This study can provide insight on the perceptions of appraisals and identify if they provide any value to public organizations.

Book excerpt: The issues of trust and job satisfaction have taken on a greater strategic importance in organizations since the post-Enron scandal. Without trust or the lack of it among organizational members and between management and employees, organizational communication, knowledge management, organizational performance, and involvement may tend to close down. Trust has been identified as a crucial ingredient for organizational effectiveness. A linkage between trust and job satisfaction in private organizations has been established by researchers; however, in the U.S. federal government, the linkage between organizational trust and job satisfaction has not yet been studied. This study, therefore, explores the relationship between organizational trust and job satisfaction in seven selected small, medium, and large U.S. federal agencies. This study indicated that there are no significant differences between males and females, however, significant differences in attitudes between supervisors and nonsupervisors were found regarding what good communications meant and how they interpret the question, "top management truly listens to employees' concerns." Nonsupervisors tend to disagree more frequently than supervisors. The study also found that there are significant association between gender, age group, job location, position, and occupation and agency. The differences in attitudes between supervisors and nonsupervisors about what would make communications seem good and what would contribute to the belief that top management listens to employees' concerns lead to the conclusion that there is a disconnection among organizational members and among management and employees. This disconnection may lead to mistrust, job dissatisfaction and the difficulty in attracting and retention of human talents.

This research and other recent works attempt to delineate the contextual factors that affect the operation of performance appraisal system in public safety organizations. Given the multitude of variables that can influence the development and administration of a performance appraisal system in public safety organization, personnel manager knowledge alone cannot be expected to have a significant impact on a given systems' effectiveness. Knowledge of the elements of an effective system is a necessary, albeit not a sufficient, condition to ensure performance appraisal system in public safety organization effectiveness. How can Personnel managers at public safety organizations develop their knowledge of effective appraisal system practices? Formal education is one avenue. Personnel managers at public safety organization with advanced degrees specializing in personnel areas are more likely to be cognizant of the requirements for effective performance appraisal system in public safety organizations. Knowledge about performance appraisal can be obtained through specialized courses and training seminars, membership in professional associations, and self-study of the performance appraisal literature. Finally, practical knowledge gained from direct experience with performance appraisal is likely to be extremely important, if not the most important, influence. There are no published works that compare the opinions of personnelists with views of research scholars on the attributes of an effective performance appraisal system in public safety organization. Most of the published works have been descriptive or case study oriented and have not addressed the full-range of attributes related to appraisal system success.

Book excerpt: Theory suggests that employee trust is key to productivity in organizations, but empirical evidence documenting links between trust and constraints on performance is scarce. This paper analyzes self-collected data on public sector employees from eighteen Latin American countries and finds that individual-level trust is relevant to three types of performance factors. First, high-trust employees are more willing to collaborate and share information with coworkers and are more supportive of technological innovation. Second, high-trust respondents have different perceptions of organizational constraints: they are less concerned with low staff quality or lack of discretion to innovate, and more concerned with staff shortages. Third, trust in coworkers is associated with stronger mission motivation. Instrumental variable strategies based on the transmission of trust through social and professional channels account for potential sources of endogeneity. A survey experiment on preferences for social distancing policies provides further evidence that trust enhances mission motivation: employee policy preferences align better with the implied government policy when their trust in the public sector is higher.

When the writing of the first edition was begun in 1989, there were no books devoted exclusively to the subject of merit pay. Thus, this book was written to fill a void in the compensation literature. Since then, surveys have shown that merit pay remains a frequently used method of incentive compensation, and research into the merit pay process continues to grow. However, other forms of incentive pay, such as gainsharing, continue to receive the most attention, as evidenced by the number of books and articles on this topic in the popular press. In response to the frequent use of merit pay in organizations and the growing body of research, a book-length treatment of merit pay was needed. What we hope to do with this second edition, beyond updating, is to link merit pay with the many changes going on in total compensation or "reward management" (R. Heneman, 2001a, 2002). We also will argue that, even among all the challenges and changes that organizations currently face, there is still "merit" in appropriately conceived and implemented merit pay plans (Bates, 2003c).

Book excerpt: Performance Appraisals (PA) is a tool which is associated with employee performance evaluation. Researchers tend to disagree on the effectiveness of these systems. Academics claim that PAs improve employees’ performance through commitment, motivation and output increases, whilst providing an optimal basis for a reward system and training needs. Conversely, it is argued that PAs are flawed from inception since they are subjective, biased and unfair. The study critically assesses research on PAs and their effectiveness towards company goals, whilst identifying a set of criteria to test the extent of their effectiveness. The findings reject the notion that PAs are totally flawed and ineffective. The investigation discloses that HR Practitioners experience difficulties in assessing PAs fairness. The author recommends a number of initiatives to improve appraisees’ productivity as a direct result of PAs outcome, thus ensuring their effectiveness. Although the study reaffirms the scholars’ claim that PAs effectiveness is a very debatable subject, HR Practitioners still consider PAs as vital to manage employee performance throughout the foreseeable future.

Trust is increasingly becoming the key determinant of this capital (Kożuch, Lenart-Gansiniec, 2017). Trust also has a number of different definitions. However, the basis of many of these definitions is the building of relationships focused on developing some kind of individual or inter-organizational link. Organizational trust is a complicated concept, and it is the basis of all organized activities performed by people in the organization, largely because trust is needed to develop relationships with integrity and commitment. Thus, it is interesting to study the relationship between trust and the building of the intellectual capital of sustainable organizations. Indeed, intellectual capital plays a special role here. It is a guide and a platform for achieving not only a competitive advantage for the sustainable organization, but also a source of value creation in the short and long term. Thus, this strategic hybrid, composed of a business model, strategy, and business processes, is favorable to the development of intellectual capital (Jabłoński 2017). Trust is an element that ties this capital to relationships in business. Moreover, it has an integrated character (R.C. Mayer, J. H. Davis, F. D. Schoorman 1995). Assuming that, nowadays, the network paradigm is becoming increasingly important, it is worth asking how the mechanism of building trust-based intellectual capital in a sustainable organization functions as its key asset in the network environment.
