Book excerpt: This study examines the drivers of growth in Asian countries, with focus on the role of investment, the exchange rate regime, financial risk, and capital account openness. We use a panel data set of a sample of Asian countries over the period 1980 to 2012. Our results indicate that private and public investments are strong drivers of growth, while more limited evidence is found that reduced financial risk and higher foreign direct investment support growth. The exchange rate regime does not appear to be a strongly significant determinant of growth, but some specifications suggest that more flexible regimes are beneficial in this respect. Financial crises have a stronger dampening effect on growth in countries with more open capital accounts.

It explores the incidence of crises, identified as episodes of severe exchange market pressure, to seek evidence on whether pegged regimes are more crisis prone than floating regimes and on whether certain types of pegged regimes are more crisis prone than others. The paper finds that pegged regimes, as a whole, have been characterized by a higher incidence of crises than floating regimes, for countries that are more integrated with international capital markets; and that intermediate regimes (mainly soft pegs and tightly-managed floating regimes) have been more crisis prone than both hard pegs and other floating regimes-a view consistent with the bipolar view of exchange rate regimes. The degree of crisis proneness seems to be broadly similar across different types of intermediate regimes.

Rejecting the idea that two goals of city politics—equality and efficiency—are opposed to one another, Elkin argues that a commercial republic could achieve both. He then takes the unusual step of addressing how the political institutions of the city can help to form the kind of citizenry such a republic needs. The present workings of American urban political institutions are, Elkin maintains, characterized by a close relationship between politicians and businessmen, a relationship that promotes neither political equality nor effective social problem-solving. Elkin pays particular attention to the issue of land-use in his analysis of these failures of popular control in traditional city politics.
