In addition, once the collapse of the economy was well under way, labour market reforms in Greece introduced flexibility that stabilized employment, especially among SME's. At the same time in spite of modest product market reforms the increasing distortions of a tax system that overtaxes honest productive individuals and businesses, which are by definition more likely to be engaged in businesses that offer higher value tradable goods, further undermined growth and export prospects. Finally, real interest rates on corporate loans, wages and the efficiency of product markets are found to have an important impact on manufacturing employment. Product market reforms and reducing uncertainty thus emerge as key policy priorities if the increase in employment, export performance and wages are a desired policy priority.

Book excerpt: The aim of the study is to explore developments in key labour market aggregates, such as the unemployment rate, the participation rate and the employment rate, and to highlight the fact that in the current environment of deep and protracted economic downturn, these developments varied significantly compared with the period before the crisis. The empirical analysis, employing a two-regime threshold cointegration model, shows that the labor force participation rate has increased throughout the period from 1990 onwards, reflecting the long-term trend for increasing female employment. However, prior to 2010, this upward trend is found to be independent of the level of the unemployment rate. Conversely, after the period of Greece's entry into the Memorandum of Understanding (MoU), the participation rate appears to be associated with a particularly high level of unemployment rate that characterizes this period, while accompanied by a sharp fall in the employment rate. It is concluded that the recent high level of unemployment does not discourage potential workers from seeking employment. It appears, however, that new entrants have low employment chances.

This is encouraging and reflects, inter alia, output growth, the government support measures during the pandemic and the implementation of important structural reforms during the previous decade. However, in the current inflationary environment, the question that arises is whether the labour market is slack or tight and whether wage pressures may be emerging. This article draws on diverse sources of information on the labour market, in an attempt to shed some light on this question and examine how the Greek labour market evolved before and after the pandemic. In sum, unemployment remains high in Greece, well above the euro area average, and labour market slack is still evident by most measures. However, pockets of tightening are beginning to emerge at the sectoral level. Moreover, slack is declining at a fast pace, much faster than in the euro area, as suggested by the drop in unemployment over the past three years. The high share of long-term unemployment and the rather elevated estimates of efficient unemployment presented in this article also point in the same direction. Given the recent strong employment growth and the prospect of a significant need for additional labour over the coming years due to the implementation of the NextGenerationEU plan, labour market tightness could increase further. This concern is further compounded by extensive survey evidence of skills mismatches in the Greek labour market, which are known to adversely affect allocative efficiency and, thus, productivity. Looking ahead, it is important to pursue labour market policies aimed at increasing participation rates and upskilling or reskilling the labour force, including in particular the long-term unemployed.
