In 1899, West published a short 18-page account of his observations of the riots titled "The Race War in North Carolina." The Wilmington insurrection of 1898, also known as the Wilmington massacre of 1898 or the Wilmington coup of 1898, occurred in Wilmington, North Carolina, in 1898. It is considered a turning point in post-Reconstruction North Carolina politics. The event initiated an era of more severe racial segregation and effective disenfranchisement of African Americans throughout the South, a shift already underway since passage by Mississippi of a new constitution in 1890, raising barriers to voter registration. In introducing his work, West writes: "From the cold and judicial standpoint of the North, where local environments offer no parallel, the recent tragic revolution in North Carolina was wanton, murderous, and cruel; while, from the Southern point of view, it was not only justifiable, but praiseworthy. Somewhere between these extremes there must be a neutral plane from which the bloody episode can be impartially and dispassionately discussed, with mingled justification and criticism: there must be some unprejudiced, yet observant, chronicler..."

Margaret Mulrooney argues that white elites have employed public spaces, memorials, and celebrations to maintain the status quo. The port city has long celebrated its white colonial revolutionary origins, memorialized Decoration Day, and hosted Klan parades. Other events, such as the Azalea Festival, have attempted to present a false picture of racial harmony to attract tourists. And yet, the revolutionary acts of Wilmington’s African American citizens—who also demanded freedom, first from slavery and later from Jim Crow discrimination—have gone unrecognized. As a result, beneath the surface of daily life, collective memories of violence and alienation linger among the city’s black population. Mulrooney describes her own experiences as a public historian involved in the centennial commemoration of the so-called Wilmington Race Riot of 1898, which perpetuated racial conflicts in the city throughout the twentieth century. Book excerpt: Challenging notions of race and sexuality presumed to have originated and flourished in the slave South, Diane Miller Sommerville traces the evolution of white southerners' fears of black rape by examining actual cases of black-on-white rape throughout the nineteenth century. Sommerville demonstrates that despite draconian statutes, accused black rapists frequently avoided execution or castration, largely due to intervention by members of the white community. This leniency belies claims that antebellum white southerners were overcome with anxiety about black rape. In fact, Sommerville argues, there was great fluidity across racial and sexual lines as well as a greater tolerance among whites for intimacy between black males and white females. According to Sommerville, pervasive misogyny fused with class prejudices to shape white responses to accusations of black rape even during the Civil War and Reconstruction periods, a testament to the staying power of ideas about poor women's innate depravity. Based predominantly on court records and supporting legal documentation, Sommerville's examination forces a reassessment of long-held assumptions about the South and race relations as she remaps the social and racial terrain on which southerners--black and white, rich and poor--related to one another over the long nineteenth century.
