With the exception of Wales and the Scottish Highlands, they have spoken the same language, and they have professed the same Protestant Christian faith. They both about the same period, under the influence of the principles of Christianity, created by law a compulsory assessment for the relief of their poor. The results of their legislation have been different, in a degree that must afford much subject of speculation to the philosopher, and of instruction to the statesman and the moralist. It would prove unsuitable to this publication, to enter into a detail of the various enactments framed in England and Scotland for the purpose of levying and administering a fund for the support of the poor. It may prove more useful to advert concisely to the prominent features of each of the systems, together with the effects which they have produced. Indeed, were we to give here a detail of enactments, we should have little to say comparatively with regard to Scotland. A report was required on no less than fifty-seven heads, relating chiefly to geography, natural and civil history, agricul ture and mineralogy, together with several others purely statis tical. It is evident from these queries, that Philip wished to gain a knowledge of the internal state of his kingdom but Mr Townsend was not able to find out any papers containing the corresponding answers; and, as no notice of the inquiry is taken by any of the historians of the period, it is probable that the scheme was never generally followed out.
