Firms have begun to manufacture satellites at a higher rate than ever seen before in the aerospace industry. These satellites require environmental qualification testing to meet the standards required to launch and operate in space. For a new product, it is unclear how much testing capability will be necessary. This paper will provide an in-depth look at efforts to estimate the correct capital expenditure for the purposes of environmental testing for satellite manufacturing. It uses uncertainty analysis and parametric studies to compare options for precision manufacturing in an unknown field of production. The study finds that testing machine requirements vary through different periods of production, challenging the producer to purchase more capacity than will ultimately be necessary. These results highlight the need to develop failure rate predictions at the lowest component level to accurately assess testing requirements for the overall system.

Book excerpt: This report addresses the transition of research satellites, instruments, and calculations into operational service for accurately observing and predicting the Earth's environment. These transitions, which take place in large part between NASA and NOAA, are important for maintaining the health, safety, and prosperity of the nation, and for achieving the vision of an Earth Information System in which quantitative information about the complete Earth system is readily available to myriad users. Many transitions have been ad hoc, sometimes taking several years or even decades to occur, and others have encountered roadblocksâ€"lack of long-range planning, resources, institutional or cultural differences, for instanceâ€"and never reached fruition. Satellite Observations of Earth's Environment recommends new structures and methods that will allow seamless transitions from research to practice.

Book excerpt: The system of satellites in place to provide environmental data-data to monitor events such as forest fires and floods; to make weather predictions; and to assess crops, transportation impacts, fisheries, land-use patterns, sea temperature, and soil moisture, among other things- serves a wide and growing array of users. In the coming years as the next generation of operational environmental satellites in put in orbit, the will be a large expansion in data availability. To ensure that these data serve effectively this broad user community, a new vision for the future of operational environmental satellite data utilization is needed. To help develop approaches for handling this potential data overload, NASA, with technical support from NOAA, asked the NRC to conduct an end-to-end review of issues about the utilization of operational environmental satellite data for 2010 and beyond. This report presents the result of that review. It focuses on ensuring the value of environmental satellite data for addressing specific user needs, distribution of such data, and data access and utilization.

Communications satellites require extensive testing for two additional reasons: (1) they operate in an environment considerably different from that in which they were built, and (2) after launch, they are inaccessible to routine maintenance and repair. The objectives of testing is not necessarily to duplicate the space environment but to approach it sufficiently so that any spacecraft that passes the tests will operate successfully in its designed space environment. The major features of the space environment that are difficult to simulate exactly are zero gravity, high vacuum, solar radiation, particle radiation and extreme temperatures. This document describes the environmental test program and test results for the PANSAT program. PANSAT is the acronym for the Petite Amateur Navy Satellite, which is a small communications satellite under development by the Space Systems Academic Group at the Naval Postgraduate School. PANSAT subsystems were subjected to thermal vacuum and random vibration testing as part of the overall environmental test program. Satellite launch, as a Shuttle secondary payload via the Space Transportation System (STS) Small Self-contained Payload (SSCP) program, is planned for October, 1998.

Book excerpt: The Global Positioning System (GPS) has revolutionized the measurement of position, velocity, and time. It has rapidly evolved into a worldwide utility with more than a billion receiver sets currently in use that provide enormous benefits to humanity: improved safety of life, increased productivity, and wide-spread convenience. Global Navigation Satellite Systems summarizes the joint workshop on Global Navigation Satellite Systems held jointly by the U.S. National Academy of Engineering and the Chinese Academy of Engineering on May 24-25, 2011 at Hongqiao Guest Hotel in Shanghai, China. "We have one world, and only one set of global resources. It is important to work together on satellite navigation. Competing and cooperation is like Yin and Yang. They need to be balanced," stated Dr. Charles M. Vest, President of the National Academy of Engineering, in the workshop's opening remarks. Global Navigation Satellite Systems covers the objectives of the workshop, which explore issues of enhanced interoperability and interchangeability for all civil users aimed to consider collaborative efforts for countering the global threat of inadvertent or illegal interference to GNSS signals, promotes new applications for GNSS, emphasizing productivity, safety, and environmental protection. The workshop featured presentations chosen based on the following criteria: they must have relevant engineering/technical content or usefulness; be of mutual interest; offer the opportunity for enhancing GNSS availability, accuracy, integrity, and/or continuity; and offer the possibility of recommendations for further actions and discussions. Global Navigation Satellite Systems is an essential report for engineers, workshop attendees, policy makers, educators, and relevant government agencies.

Book excerpt: The National Polar-Orbiting Environmental Satellite System (NPOESS) is a tri-agency acquisition -- managed by the DoD & NASA -- which experienced escalating costs, schedule delays, & technical difficulties. These factors led to a June 2006 decision to restructure the program, thereby decreasing the program¿s complexity, increasing its estimated cost to $12.5 billion, & delaying the first two satellites by 3 to 5 years. The author was asked to: (1) assess progress in restructuring the acquisition; (2) evaluate progress in establishing an effective mgmt. structure; (3) assess the reliability of the cost & schedule estimate; & (4) identify the status & key risks facing the program¿s major segments. Includes recommendations. Charts & tables.

Book excerpt: Satellite Observations to Benefit Science and Society: Recommended Missions for the Next Decade brings the next ten years into focus for the Earth and environmental science community with a prioritized agenda of space programs, missions, and supporting activities that will best serve scientists in the next decade. These missions will address a broad range of societal needs, such as more reliable weather forecasts, early earthquake warnings, and improved pollution management, benefiting both scientific discovery and the health and well-being of society. Based on the 2007 book, Earth Science and Applications from Space: National Imperatives for the Next Decade and Beyond, this book explores each of the seventeen recommended missions in detail, identifying launch dates, responsible agencies, estimated cost, scientific and public benefits, and more. Printed entirely in color, the book features rich photographs and illustrations, tables, and graphs that will keep the attention of scientists and non-scientists alike.
