Available in PDF, EPUB and Kindle. Book excerpt: Arizona became the nation’s 48th state in 1912 and since that time the Arizona constitution has served as the template by which the state is governed. Toni McClory’s Understanding the Arizona Constitution has offered insight into the inner workings and interpretations of the document—and the government that it established—for almost a decade. Since the book’s first publication, significant constitutional changes have occurred, some even altering the very structure of state government itself. There have been dramatic veto battles, protracted budget wars, and other interbranch conflicts that have generated landmark constitutional rulings from the state courts. The new edition of this handy reference addresses many of the latest issues, including legislative term limits, Arizona’s new redistricting system, educational issues, like the controversial school voucher program, and the influence of special-interest money in the legislature. A total of 63 propositions have reached the ballot, spawning heated controversies over same-sex marriage, immigration, and other hot-button social issues. This book is the definitive guide to Arizona government and serves as a solid introductory text for classes on the Arizona Constitution. Extensive endnotes make it a useful reference for professionals within the government. Finally, it serves as a tool for any engaged citizen looking for information about online government resources, administrative rules, and voter rights. Comprehensive and clearly written, this book belongs on every Arizonan’s bookshelf.

Available in PDF, EPUB and Kindle. Book excerpt: The Arizona Constitution was adopted in the afternoon of Dec. 9, 1910. The Constitutional Convention lasted 61 days with 52 delegates representing the people of Arizona in attendance. Forty of the delegates voted approval, while 12 voiced opposition to its provisions, chiefly those that established the Initiative, Referendum and Recall. Nevertheless, one of the members voting "no" appended his signature to the document. The constitution then went to the vote of the people the next February for ratification. Formulation of the Constitution was authorized by an Enabling Act of Congress that received the President's signature on June 20, 1910, after a historic struggle waged by the people of Arizona over more than a quarter of a century, for the right of local self-government and Arizona's recognition as a member of the Union of States.

Adopted at the height of the progressive movement, the Constitution contains many progressive innovations. Leshy describes these along with the dramatic changes the state has undergone in subsequent decades. He also includes a section-by-section commentary which crisply discusses the evolution and interpretation of each section, including significant court decisions. Thoroughly updated to reflect amendments and court cases through the fall of 2012, the second edition of The Arizona State Constitution is an essential reference guide for readers who seek a rich account of Arizona's constitutional evolution. The Oxford Commentaries on the State Constitutions of the United States is an important series that reflects a renewed international interest in constitutional history and provides expert insight into each of the 50 state constitutions. Each volume in this innovative series contains a historical overview of the state's constitutional development, a section-by-section analysis of its current constitution, and a comprehensive guide to further research. Under the expert editorship of Professor G. Alan Tarr, Director of the Center on State Constitutional Studies at Rutgers University, this series provides essential reference tools for understanding state constitutional law. Books in the series can be purchased individually or as part of a complete set, giving readers unmatched access to these important political documents.
