Book excerpt: The United States and International Drug Control, 1909-1997 charts the US quest to internationalize the doctrine of drug prohibition. The study reveals the origins, motivation and methodologies as well as the recurring contradictions and inconsistencies present within the US overseas fight against the production, manufacture, trafficking and use of certain psychoactive substances. Drawing on extensive historical materials, David Bewley-Taylor uses the international career of America's first Drug Czar, Harry J. Anslinger, to explore how the US successfully exploited hegemonic superiority in 1945 to influence the philosophy of the multilateral drug control system operated by the United Nations.More than a purely historical study, the book employs an interdisciplinary approach to understanding the development, perpetuation and consequences of a US driven multilateral drug control system. Examining the contemporary UN drug control framework, the author argues that international legislation is largely ineffective. This provocative book is the first study to provide a picture of US involvement in drug control from its inception to the present day. Its wide-ranging scope makes it of interest not only to scholars of diplomatic history, US foreign Policy and international relations, but also to anyone concerned by the universal growth of the illicit drug problem.

Available in PDF, EPUB and Kindle. Book excerpt: Prohibition, with all its crime, corruption, and cultural upheaval, ran its course after thirteen years in most of the rest of the country—but not in Memphis, where it lasted thirty years. Patrick O’Daniel takes a fresh look at those responsible for the rise and fall of Prohibition, its effect on Memphis, and the impact events in the city made on the rest of the state and country. Prohibition remains perhaps the most important issue to affect Memphis after the Civil War. It affected politics, religion, crime, the economy, and health, along with race and class. In Memphis, bootlegging bore a particular character shaped by its urban environment and the rural background of the city’s inhabitants. Religious fundamentalists and the Ku Klux Klan supported Prohibition, while the rebellious youth of the Jazz Age fought against it. Poor and working-class people took the brunt of Prohibition, while the wealthy skirted the law. Like the War on Drugs today, African Americans, immigrants, and poor whites made easy targets for law enforcement due to their lack of resources and effective legal counsel. Based on news reports and documents, O’Daniel’s lively account distills long-forgotten gangsters, criminal organizations, and crusaders whose actions shaped the character of Memphis well into the twentieth century.

Book excerpt: Dry Diplomacy is the first complete treatment of the diplomatic ramifications of Prohibition. Spinelli explores the widespread effects on international law, shipping, foreign policy, and trade. In this context, American interests appeared to be pitted against those of Britain as she sought to recover from the First World War by expanding trade, promoting domestic industries such as whiskey distilling, and reasserting shipping dominance in the sea lanes. American interference with international shipping--undertaken in order to disrupt what Presidents Harding and Coolidge deemed British alcohol smuggling--would lead to a diplomatic crisis in the mid-1920s.

Available in PDF, EPUB and Kindle. Book excerpt: Mara L. Keire’s history of red-light districts in the United States offers readers a fascinating survey of the business of pleasure from the 1890s through the repeal of Prohibition in 1933. Anti-vice reformers in the late nineteenth century accepted that complete eradication of disreputable pleasure was impossible. Seeking a way to regulate rather than eliminate prostitution, alcohol, drugs, and gambling, urban reformers confined sites of disreputable pleasure to red-light districts in cities throughout the United States. They dismissed the extremes of prohibitory law and instead sought to limit the impact of vice on city life through realistic restrictive measures. Keire’s thoughtful work examines the popular culture that developed within red-light districts, as well as efforts to contain vice in such cities as New Orleans; Hartford, Connecticut; New York City; Macon, Georgia; San Francisco; and El Paso, Texas. Keire describes the people and practices in red-light districts, reformers' efforts to limit their impact on city life, and the successful closure of the districts during World War I. Her study extends into Prohibition and discusses the various effects that scattering vice and banning alcohol had on commercial nightlife.

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.
