Book excerpt: Some of the biggest challenges states in the Western Balkans are facing since the end of the Cold War are non-traditional security threats. Although recent studies have argued that “history has returned” and that traditional security threats have come back to become core challenges for states, authors of this paper argue that due to geopolitical, political, economic and cultural factors, the states in the region suffer more from non-traditional or “soft security” rather than “hard security” threats. In this paper, the authors are focused on two of such threats: organized crime and terrorism. The region of the Western Balkans is quite vague and imprecise as a concept, and for the purpose of this paper, we use the term to refer to the former Yugoslavia, excluding Slovenia and Croatia and including Albania. Two methodological approaches are used: discourse analysis and semi- structured interviews. The paper consists of three parts. The first part deals with the theoretical and conceptual change of security in the Western Balkans by focusing on key security challenges which the states are facing. In the second part, the paper identifies main contemporary threats, focusing on two most significant threats: transnational organized crime and terrorism. In the third part, the paper analyses alternative approaches that these states can use to overcome these security threats.

Book excerpt: The changes that occurred in the Balkans since 1991, following Soviet Union's dissolution and the breakup of Yugoslavia, revived the violent history of the Balkan Peninsula. The Kosovo war in 1998 aggravated the situation and increased fears among countries in the region for more ethnic strife, military operations and a massive exodus of refugees. As a Balkan country, Greece was affected by the evolving situation, which was reflected in its foreign security policy towards its northern neighbors during the 199Os. Greece has to redefine its role in the area and make use of its membership in both the North Atlantic Treaty Organization (NATO) and European Union (EU) to facilitate stability in the Balkans and solve its security dilemmas with its northern neighbors. Security concerns reflect both the defense and economic aspect international relations. Political and economic stability are the primary goals of the Balkan states. These states cannot solve their problems without external help from Western European countries and European Security institutions, like the EU, NATO and Organization for Security and Cooperation in Europe (OSCE). Inevitably the European security institutions' engagement in the Balkans raises questions of enlargement in the Balkans. However, enlargement for both EU and NATO involves more than simply accepting new members.

Book excerpt: The paper presents some arguments for consideration of the Balkans as a separate region of security for the last two decades. From the point of view of the regional security complex theory, the paper analyzes the results of the “super-powers” policies, ethnic conflicts and wars in our region. There are some reasons to conclude that the Balkan countries feel unwelcome in the EU through the faults and expansive domination of the leading countries in this organization, which gives them the role of a “cordon sanitaire” against refugee flows and staging ground for confrontation with Russia. The paper critically analyzes the state of the regional relations and the confrontation of the “super-powers” (USA, Russia, the EU) and regional powers as Turkey around the realization of some key energy projects on the Balkans and in the Middle East. The new role of Turkey as a regional leader with a decisive role in regional crises in the Middle East and on the Balkans and as an energy center in the future is also an important argument in favour of the thesis of formation of the Balkans as a separate security region. Some regional and global challenges are critically considered, such as the refugee flows, wars and confrontation in the Middle East, ethnic and national conflicts in our region. A conclusion is drawn up that the transformation of the EU in the XXI century and the ability of our countries to unite around common interests determine the prospects of achieving a lasting peace and conditions for economic recovery and development on the Balkans.
