Available in PDF, EPUB and Kindle. Book excerpt: Some argue that no single housing program will make much difference and a new paradigm is needed. This conclusion is not surprising given that the work of a generation in piecing together a housing policy has been undone over the past decade. Even federal support for housing programs, for example, had been cut by 80 percent. For most of the same period, all-in cost of mortgages (including " points') stayed in double digits. While the mortgage interest deduction survived, lower income tax rates reduced its impact. Federal tax advantages for developers and builders of housing were drastically curtailed. And the savings and loan industry, originally intended to provide low-cost mortgage money, self-destructed. It should come as no surprise, then, that recent levels of annual housing sales are approximately the same as those at the time the nation had only a little over half our current population. When the national government, as it must, turns serious attention to the problem of housing for the nation's middle- and low-income families, 'More Housing, More Fairly' surely will be a significant source of ideas and guidance for those charged with creating a new housing policy.

Available in PDF, EPUB and Kindle. Book excerpt: The sale of public and social housing has been a major aspect of housing policies in recent decades. Privatisation and a general retreat by governments from the housing arena have pushed up sales; this has been particularly evident within Eastern European countries and China but is also taking place in many Western European countries and Australia. Wherever it occurs, such privatisation has lead to new challenges for housing management. Many estates are now a mix of public and private, raising questions about the division of responsibilities between different owners. Legislation to address this is not adequate and public managers are still hampered by the bureaucratic mechanisms within their organisations, while the new owners are not used to their responsibilities for maintenance. Added to this are the limited financial resources for renewal and maintenance among both public and private owners at a time when the need for investments is urgent, especially within the massive housing estates dating from the communist era. Experts from Australia, France, the Netherlands, UK, Switzerland, China, the Czech Republic, Moldavia, Russia, Serbia and Slovenia present their county's context and the policies and practice for managing privatised housing, together with case studies illustrating the issues described. How privatised public housing is managed is of international concern, which will benefit from an international exchange of knowledge and best practice. The comparative analysis offered in Management of Privatised Housing: International Policies & Practice makes a significant contribution to the literature on this important topic.

Book excerpt: Renovating or replacing 168,000 inadequate military family housing units using traditional military construction methods would take over 20 years and cost about $16 billion. In 1996, to improve housing faster and more economically, Congress authorized the Military Housing Privatization Initiative to allow private-sector financing, ownership, operation, and maintenance of military housing. At the request of the Subcommittee on Military Construction, House Committee on Appropriations, GAO examined the reliability of military housing needs assessments, as well as achievement of privatization financial goals and government protections in contract provisions.

Available in PDF, EPUB and Kindle. Book excerpt: In this book, Sue Popkin tells the story of how an ambitious—and risky—social experiment affected the lives of the people it was ultimately intended to benefit: the residents who had suffered through the worst days of crime, decay, and rampant mismanagement of the Chicago Housing Authority (CHA), and now had to face losing the only home many of them had known. The stories Popkin tells in this book offer important lessons not only for Chicago, but for the many other American cities still grappling with the legacy of racial segregation and failed federal housing policies, making this book a vital resource for city planners and managers, urban development professionals, and anti-poverty activists.
