Since the beginning of the privatization processes in 1987 for JNR and 2007 for JP respectively, the outcomes of these reforms have been reflected in productivity, quality of service, as well as in diversification. The paper aims to illustrate the process and consequences for these two cases, representative of the history of SOE reforms. These two reforms have different backgrounds but the structural reform and deregulation along with the application of advanced technology in service diversification have been the key to success. Lessons learned from this process and the innovative measures taken could shed light on the reform of SOEs in the transportation and financial sectors to improve efficiency and create more diversified service platforms for society in many developing countries.

This study is the first comprehensive analysis of this restructuring, showing how a formerly state-owned enterprise such as the railways can be successfully revitalized through privatization. The successful results of the Japanese privatization process are already clear. Fiscal drain has been almost entirely eliminated without raising fares. The quality of service has been greatly improved with substantially reduced number of employees and the demand for railway service continues to increase. On the other hand, there are still longer term problems such as the sales of shares to private investors and the repayment of old debts which are gigantic. This report gives the evidence on how difficult, time consuming and politically complicated, but worthwhile, it is to rectify the fiscal drain, to enhance the morale of the employees, and most importantly, to offer a better service to the users with less costs. Japan's privatization experience can provide valuable lessons to development communities, private entrepreneurs and government officials who anticipate privatizing their own railway sectors.

Their weaknesses in governance and inefficiencies in incentive structures, however, also often lead to poor performance. SOEs must be efficient, transparent, and accountable to level the playing field for private companies, secure the growth of a vibrant private sector, and achieve sustained and inclusive economic growth. This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.

First, we introduce the background, framework, and result of the Japanese National Railway reform, especially from the perspective of the former president of the JR Kyushu Railway Company. We explain the challenges, such as diversified businesses and employee capacity building, that the company faced during that time and the creation of the business foundation in preparation for the transformation into a private company. We also discuss the tasks of the railway, including the freight transport of the high-speed railway (the Shinkansen logistics), as well as the population decline and aging society in Japan and their relationship with the railway system. Last, we summarize the implications of Japan's railway experience for a broader railway system. The high levels of safety and efficiency of Japan's railway system are based on the railway culture (hard, soft, heart) and the Japanese nationality. The railway system is extremely important for long-term economic development. In addition, we introduce the PPET Railway-ology, which integrates philosophy, politics, economy, and technology. The paper crystallizes years of railway experience and offers valuable lessons for the development of railway systems worldwide.
