Book excerpt: Excerpt from The Principles of Socialism Made Plain: And Objections, Methods, and Quack Remedies, for Poverty Considered It seems to me that the constitutional or parlia mentary method which he advocates would involve loss of energy, disappointment, and discouragement; that it would bear with it the almost inevitable danger of the people's eyes being directed to the immediate struggle, losing sight of the ultimate aim; of their being befooled by those very concessions which the author speaks of as likely to be offered so eagerly by the present political parties; and, judging by the signs of the times, I cannot help thinking that the necessities of the miserable, ever increasing as the old system gets closer to its inevitable ruin, will outrun the slow process of converting parliament from a mere committee of the landlords and capitalists into a popular body representing the best aspirations of the workers. Moreover socialists, unless they abandon their principles, cannot help showing their hand from the first, and consequently even moderate measures will always be looked on with suspicion coming from them, and concessions which would have been granted without much resistance to the Radicals twenty or even ten years ago, if they had been demanded, will be sternly refused to the Socialist demand. In the days in which I am now writing, there are not lacking signs that the reactionists, driven by the fear of the advancing wave of revolution, are making up their minds to make a stand on the ground of mere brute force, which at present they are able to com mand. Much research has examined the implications of welfare reform for the economic well-being of the poor, but the new legislation also affects our view of democracy—and how it ought to function. By eliminating entitlement and setting behavioral conditions on aid, welfare reform challenges our understanding of citizenship, political equality, and the role of the state. In Welfare Reform and Political Theory, editors Lawrence Mead and Christopher Beem have assembled an accomplished list of political theorists, social policy experts, and legal scholars to address how welfare reform has affected core concepts of political theory and our understanding of democracy itself. Welfare Reform and Political Theory is unified by a common set of questions. The contributors come from across the political spectrum, each bringing different perspectives to bear. Carole Pateman argues that welfare reform has compromised the very tenets of democracy by tying the idea of citizenship to participation in the marketplace. But William Galston writes that American citizenship has in some respects always been conditioned on good behavior; work requirements continue that tradition by promoting individual responsibility and self-reliance—values essential to a well-functioning democracy. Desmond King suggests that work requirements draw invidious distinctions among citizens and therefore destroy political equality. Amy Wax, on the other hand, contends that ending entitlement does not harm notions of equality, but promotes them, by ensuring that no one is rewarded for idleness. Indeed, poverty in modern societies has never been purely a question of lack of wealth. It is therefore urgent today to devise a new discourse on poverty.
