Book excerpt: Excerpt from The Prime Minister, Vol. 2 of 3: An Historical Romance In England, a tailor is looked upon, not only as inferior to other men, but actually to be of no more consideration than the ninth part of a man now, in Portugal, the same unjust sort of prejudice exists against shoemakers; couse quently, cobblers are considered utterly below all notice. Book excerpt: Sir Robert Peel (1788-1850) is always remembered for three things: his creation of the Metropolitan Police, his principal role in the repeal of the Corn Laws and his status as founder of the modern Conservative Party. This is quite sufficient to make him the key statesman of the early Victorian period, but there were many other aspects of his personality and politics which make the study of his career uniquely useful for students of the period. In many ways, he can be seen as the archetypal link figure between the pre-Reform and post-Reform political worlds - embodying a strange mixture of reactionary Toryism and vigorous progressivism.

Drawing together the most prominent scholars of New Zealand’s relations with Southeast Asia, this study examines the overall military, multilateral, and commercial relationships and those that assess individual bilateral relationships and diplomatic controversies. Southeast Asia remains a region of considerable importance for New Zealand, and has remained so through the course of decolonization, internal instability, external security, Cold War tensions, peacekeeping efforts, rapidly expanding economic growth (and crisis), and, increasingly, transitional security challenges such as terrorism.

Available in PDF, EPUB and Kindle. Book excerpt: Decolonisation and Regional Geopolitics argues that as much as the ‘Congo crisis’ (1960-1965) was a Cold War battleground, so too was it a battleground for Southern Africa’s decolonisation. This book provides a transnational history of African decolonisation, apartheid diplomacy, and Southern African nationalist movements. It answers three central questions. First, what was the nature of South African involvement in the Congo crisis? Second, what was the rationale for this involvement? Third, how did South Africans perceive the crisis? Innovatively, the book shifts the focus on the Congo crisis away from Cold War intervention and centres it around African decolonisation and regional geopolitics.

Book excerpt: In 1946, with its own minister for the first time, the Department of External Affairs embarked on a period of impressive growth and assumed responsibility for a broader range of foreign policy issues than ever before. Under the expert guidance of Lester Pearson, for a decade the department enjoyed popular and parliamentary consensus about international interests. The election of the Diefenbaker government in 1957 deprived the department of Pearson's experienced ministerial direction and exposed it to new priorities and new ways of doing things. At this time foreign policy consensus began to erode. As well, there was pressure to respond to the administrative revolution inaugurated by the Royal Commission on Government Organization (the Glassco Commission) appointed in 1960. After Pearson returned to office as prime minister in 1963, questioning by the public, and also by the governing party and the cabinet, became more fervent. Coming of Age concludes in 1968 as indications of a challenge to the principles underlying Canadian foreign policy emerged from a new generation of ministers, a challenge that would produce major changes after Pierre Trudeau became prime minister.

This book was released on 2014-01-21 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: The brilliant and influential statesman, Itō Hirobumi (1841-1909), and the first prime minister of Japan’s modern state, has been poorly understood. This biography attempts to set the record straight about Itō’s thought and vision for Japan’s modernisation based on research in primary sources. It outlines Itō’s life: the son of a poor farmer, he showed exceptional talent as a boy and was sent to study in Europe and the United States. He returned home convinced that Western civilisation was the only viable path for Japan. Following the Meiji Restoration of 1868, Itō became a powerful intellectual and political force behind reforms of Japanese laws and institutions aimed to shape a modern government based on informed leadership and a knowledeable populace. Among his many achievements were the establishment of Japan’s first constitution—the Meiji Constitution of 1889, and the founding in 1900 of a new type of constitutional party, the Rikken Seiyukai (Friends of Constitutional Government), which, reformulated after 1945, became the Liberal Democratic Party that has dominated Japanese politics in the postwar period. Concerning Itō’s role as Japanese Resident-General in Korea from 1905, the author argues that Itō’s aim, not understood by either the Japanese home government or Koreans themselves, was not to colonize Korea. He was determined to modernise Korea and consolidate further constitutional reforms in Japan. This aim was not shared by others, and Itō resigned in 1909. He was assassinated the same year in Manchuria by a Korean nationalist. The Japanese language edition of this book is a bestseller in Japan, and it received the Suntory Prize for Social Sciences and Humanities, one of Japan's most prestigious publishing awards.

One focuses on Mikael Agricola and his contribution to reformation in Finland and the Finnish language. The corresponding articles are Heidi Salmi, German Influence on the Finnish in Mikael Agricola, Jyrki Knuutila, The Impact of the Reformation on Finland from the Perspective of Finnish Students at Wittenberg University (1531–1633), and Andreas Pawlas, Mikael Agricola and the Finnish Identity. Is Mikael Agricola the root for the special link between Finland and Germany when it comes to culture and language? Kirsti Siitonen and Katri Annika Wessel contribute a report on the teaching and research of Finnish language and culture in German universities. The first university to offer modules in Finnish was the University of Greifswald, where teaching began in 1921. The second focus is on voting. The article by J. Antonio Seijas-Macias, Power Index of Finnish Parties: Evolution of the Parliament System, resumes methods and results presented in Manfred J. Holler’s A Priori Party Party Power and Government Formation: Esimerkkinä Suomi published in Volume 1 of FGY-PE. Holler’s analysis ended in 1978 when his article was first published. Seijas-Macias’ article is accompanied by two studies of recent elections in Finland and Germany: Lasse Nurmi and Hannu Nurmi, From Center-Right to Center-Left: The 2019 Parliamentary Election in Finland, and Christoph Dörffel, Andreas Freytag, and Miriam Kautz, The 2019 State Election in Thuringia and the Populist Threat. There are ob-vious differences but also simularities. – Back to the beginning of this volume. Jussi Pajunen and Mikko Karjalainen’s article analyzes a rather dark chapter of Finnish-German cooperation, the Finnish volunteer battalion of the Waffen SS in 1941-1943.

His extraordinarily creative administration made decisions that still resonate today: on health care, pensions, and housing; on infrastructure and intergovernmental issues; and, further afield, in developing Canada’s global middle-power role in global affairs and resolving the Suez Crisis. Yet St-Laurent remains an enigmatic figure. The Unexpected Louis St-Laurent fills a great void in Canadian political history, bringing together well-established and new scholars to investigate the far-reaching influence of a politician whose astute policies and bold resolve moved Canada into the modern era.

Book excerpt: This authoritative text examines the arrangements at the centre of Whitehall for advising the British prime minister and Cabinet, especially during the Thatcher and Major governments. The traditional coordinating centre has shifted from the Treasury to the Prime Minister's Office and the Chief Whip's Office in Downing Street, and to the Cabinet Office in Whitehall. Exploration of the separate but interlinking contributions made by these three parts of the centre shows they form a flexible but not entirely adequate support for modern government.

Book excerpt: Secret lunches, off-the-record briefings, the leaking of confidential information and tightly-organised media launches - the well-known world of modern political spin. But is this really a new phenomenon or have politicians been manipulating the press for as long as newspapers have existed? In this important new book, Paul Brighton shows that spin is not something dreamed up by modern, media-savvy politicians. In fact, it was one of the best-kept political secrets of the eighteenth and nineteenth centuries. From Peel and Palmerston to Gladstone and Disraeli, Prime Ministers have all tried to manipulate the press to a greater or lesser extent. Brighton uncovers the covert contacts between Westminster and Fleet Street and reveals how the Victorian occupants of 10 Downing Street secretly conveyed their viewpoints via the newspapers. For the first time, "Original Spin" tells the whole, unvarnished, story.
