Nor, as many historians argue, did this issue arise because of the Industrial Revolution or "new social conditions [that] aggravated the problem of poverty" but, Letwin believes, because of the "profoundly personal reflection" of major thinkers, including Hume, Bentham, Mill, and Webb.
