Book excerpt: This book examines the feasibility, content and likely economic impact of a free trade agreement between the European Union and Ukraine. The authors find that a simple and shallow free trade agreement, adding only the elimination of tariffs on trade in goods to the conditions for Ukraine's accession to the WTO, is the most easily feasible option, but would yield only modest benefits for Ukraine and less still for the EU. By contrast, they argue that a deep free trade agreement with the EU, while posing more difficult issues of feasibility, could be a centerpiece of an economic strategy leading Ukraine into rapid growth. Politically, this step would be consistent with Ukraine's European choice and would also be of value to the EU economy in meeting the challenges of globalization and Asian competition. In this context, under the trade policy reforming we understand the liberalization of trade of the Republic of Moldova with EU induced by adoption of Free Trade Agreement as well as with Turkey because it is a condition of the EU. Proposed effect is generated by elimination of custom duties in the mutual trade and will be expressed in cheaper price of import from EU and Turkey. For government, it is important to estimate and foreseen the impact of this trade policy option.In this study impact of trade reform, that includes assessment of import increasing, tariff revenue change, welfare effects for the population, was defined at the SMART model - Software for Market Analysis and Restriction on Trade. Results of this study can be used to anticipate the economic effects of trade policy adopted, such as: distribution of the potential benefits and losses from policy changes. This will assist in identifying the sensitive commodity goods where negotiating efforts should be focused as well the evaluation adjustment costs dealing with trade reform implementation.

However, in free trade agreements involving the European Union, agriculture is always given special treatment and subject to less and slower liberalization than other sectors. This paper employs the standard Global Trade Analysis Project model in order to assess how World Trade Organization accession affects agriculture in Ukraine, and how potential bilateral tariff cuts may interact with potential productivity gains within Ukrainian agriculture. The results indicate that, due to trade liberalization, Ukraine can expect gains from a more efficient allocation of its resources in line with comparative advantage, leading to an increase of production and exports of wheat, other grains, and oilseeds, but also of several processed food products that benefit from less expensive intermediate inputs. However, Ukraine's exports are concentrated on a small number of destinations, especially Russia and some other Former Soviet Union countries because they fail to meet quality standards elsewhere. When Ukrainian production of these products increases due to increased allocative efficiency, exports to Russia increase further and prices there fall, generating negative terms of trade effects that largely offset the allocative gains. Ukrainian imports of agricultural products increase as well, partly because Ukrainian consumers switch to higher quality imported goods even though domestic production increases. Regarding free trade agreement negotiations with the European Union, these results highlight for Ukraine the fact that improved agricultural productivity will help to get most out of improved market access. However, the results also highlight for Ukraine the great importance of adopting internationally accepted quality standards in order to diversify its export structure.

The aim is to promote reform, enhance growth and competitiveness.
