Book excerpt: This study grounds a highly charged debate on agriculture in developing countries within economic theory, by establishing a structured analytical framework for considering the potential role of foreign investment in supporting agricultural development. The framework is developed to be time and space neutral, such that it can be utilized in various geographic settings and across different time periods, enabling the assessment of continuity and change over time. The general analytical framework developed is then applied to assess the impact of foreign investment in agriculture in the case of Zambia. The study considers long term impacts of foreign investment in agriculture, atall times seeking to balance the need for historical context with the theoretical underpinnings of the analytical framework. To do this, the study compares the colonial administration of Northern Rhodesia (1924-1964) and the modern multi-party democracy era (1992-2016), two periods of broad openness to foreign investment, while also assessing the post-independence era of the first and second republics (1965-1991). In doing so, the study considers how foreign investment has impacted the development of Zambian agriculture, considers whether the Zambian experience conforms to received theoretical wisdom and assesses the extent to which there exist reoccurring patterns of foreign investment behavior from the colonial era to the present day

However, there is a severe lack of quantitative evidence on its economic impact. Therefore, the primary goal of this study was to collect and analyze empirical evidence, in order to better understand the potential benefits and pitfalls of such investments and related processes of agricultural commercialization. In particular, the study tests the effect of two strategies for including smallholder farmers into modern food supply chains: 1. Outgrower schemes, i.e. a type of contract farming whereby small-scale farmers produce crops for large-scale farming enterprises 2. Wage employment on large-scale estates The central part of the study looks at one specific investment project in the Zambian sugar cane sector. This sectoral focus was supplemented by a broader, cross sectoral analysis of a large, nationally representative panel survey. Overall, the evidence suggests that large-scale investments by foreign as well as domestic companies, and especially the model of cooperation with smallholder farmers in outgrower schemes, can indeed have positive and significant effects on the income and wealth of rural households.

Although there has been much debate about the potential benefits and risks of international investment, there is no systematic evidence on the actual impacts on the host country and their determinants. In order to acquire an in-depth understanding of potential benefits, constraints and costs of foreign investment in agriculture and of the business models that are more conducive to development, FAO has undertaken research in developing countries.This publication summarizes the results of this research, in particular through the presentation of the main findings of case studies in nine developing countries. It presents case studies on policies to attract foreign investment in agriculture and their impacts on national economic development in selected countries in Africa, Asian and Latin America.

Book excerpt: Changes in the global environment have led some to question whether the conventional wisdom on the role of agriculture in economic development is still relevant to Africa today. This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.

Current research has focused on human rights issues related to inward investment in land but has been ignorant of water resource issues and the challenges of managing scarce water. This handbook will be the first to address inward investment in land and its impact on water resources in Africa. The geographical scope of this book will be the African continent, where land has attracted the attention of risk-taking investors because much land is under-utilised marginalized land, with associated water resources and rapidly growing domestic food markets. The successful implementation of investment strategies in African agriculture could determine the future of more than one billion people. An important factor to note is that Sub-Saharan Africa will, of all the continents, be hit hardest by climate change, population growth and food insecurity. Sensible investment in agriculture is therefore needed, however, at what costs and at whose expense? The book will also address the livelihoods theme and provide a holistic analysis of land and water grabbing in Sub-Saharan Africa. Four other themes will addressed: politics, economics, environment and the history of land investments in Sub-Saharan Africa.
