Book excerpt: This study considers existing off-grid initiatives that are being implemented in support of more rapid electrification in sub-Saharan Africa. After first reviewing the successes and obstacles of commonly implemented off-grid solutions, we suggest groundwater irrigation powered via off-grid solar (OGS) systems as a productivity-focused electrification solution that could be valuable to off-grid development initiatives moving forward. This solution encourages the establishment of OGS pumping infrastructure in unelectrified areas in proximity to nonirrigated agriculture that have promising and sustainable groundwater abstraction potential. Using open-access spatial data to estimate the alignment of these resources is an important first step in determining potential study sites for on-the-ground research and pilot projects. This study focuses on applying the above approach to Ethiopia to produce a spatial layer representing areas that are recommended for further assessment of their OGS groundwater irrigation viability. We follow the spatial analysis with a projection of potential gains from investment in OGS groundwater pumping systems under different scenarios to highlight the solution’s viability with regional context. This assessment provides an initial methodology for identifying, examining, and expanding upon potential markets where OGS irrigation can become an economically viable solution.

Book excerpt: This case study describes the community of a small village called Ingotse in Kakamega county in western Kenya. Like most rural, food-insecure communities in sub-Saharan Africa, Ingotse village relied on rain-fed agriculture for production of staple crops. Farmers in this village raised some funds to sink a borehole. This was done in collaboration with a non-governmental organisation (NGO) known as Water for All which gave the community a solar-powered pump to distribute the water to the homesteads. Water from the borehole was used for irrigation, providing food crops all year round. Women and children no longer had to walk long distances to the river to fetch water; they had extra time in their day for other activities such as doing homework with children.

Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators. They serve to enrich the discourse and help better understand the barriers along the pathways toward the sustainable and transformative adoption of groundwater irrigation. The scientific information provided herein would be of interest to researchers, practitioners, decision makers and planners with interest in the region. This book was originally published as a Special Issue of Water International journal.

Book excerpt: Only 4 percent of arable land in sub-Saharan Africa is irrigated, using just 2 percent of the available water resources. Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.

Book excerpt: Sub-Saharan Africa urgently needs to accelerate the pace of agricultural growth to improve livelihoods, ensure food security, and keep droughts from turning into famines. However, this requires the region to increase smallholder irrigation faster than its current sluggish pace. In this respect, explosive growth since the 1970s in distributed farmer-led smallholder irrigation (FLSI) in China, South Asia, and elsewhere may offer Sub-Saharan Africa better guidance than state-led centralized large irrigation projects. Proactive policy support, prominence of market players, economies of scale and scope, village-level irrigation service markets, government incentives, and subsidies on motor pumps and boreholes have all triggered and fueled rapid expansion of motor pump-driven FLSI that made famines history and countries food-secure in Asia in a short span of a decade or two. With its ample shallow groundwater resources and sparse farming areas, Sub-Saharan Africa has immense potential to grow pump-driven FLSI quickly, cost-effectively, and without risking the environmental ill effects observed in Asia and elsewhere. A "big push" to FLSI will work better than an incremental trickle because high-volume-low-margin FLSI growth generates economies of scale and scope, which are essential. Interventions by nongovernmental organizations (NGOs) are useful for demonstration and piloting innovations, but market players are best placed to achieve scale. Finally, Sub-Saharan Africa can and needs to leapfrog and build its FLSI economy around solar irrigation pumps, which are destined to disrupt FLSI globally in the years to come.

While irrigation development used to focus on public, large-scale, surface- and reservoir-fed systems, over the last several decades, private small-scale investments in groundwater irrigation have grown in importance and are expected to see rapid future growth, particularly in connection with solar-powered pumping systems. But is irrigation ‘fit-for-purpose’ to support population growth, economic development, and multiple food, energy and climate crises? This paper reviews how fit-for-purpose irrigation is with a focus on economies of scale of surface and groundwater systems, and a particular examination of systems in Sub-Saharan Africa where the need for expansion is largest. The review finds challenges for both larger surface and smaller groundwater systems in the face of growing demand for irrigated agriculture and dwindling and less reliable water supplies. To support resilience of the sector, we propose both a holistic design and management improvement agenda for larger surface systems, and a series of suggestions to improve sustainability concerns of groundwater systems
