Book excerpt: This book is the result of a conference organised by the Contemporary Portuguese Political History Research Centre (CPHRC) and the University of Dundee that took place during September 2000. The purpose of this conference, and the resulting book, was to bring together various experts in the field to analyse and debate the process of Portuguese decolonisation, which was then 25 years old, and the effects of this on the Portuguese themselves. For over one century, the Portuguese state had defined its foreign policy on the basis of its vast empire – this was the root of its 'Atlanticist' vision. The outbreak of war of liberation in its African territories, which were prompted by the new international support for self determination in colonised territories, was a serious threat that undermined the very foundations of the Portuguese state. This book examines the nature of this threat, how the Portuguese state initially attempted to overcome it by force, and how new pressures within Portuguese society were given space to emerge as a consequence of the colonial wars. This is the first book that takes a multidisciplinary look at both the causes and the consequences of Portuguese decolonisation – and is the only one that places the loss of Portugal's Eastern Empire in the context of the loss of its African Empire. Furthermore, it is the only English language book that relates the process of Portuguese decolonisation with the search for a new Portuguese vision of its place in the world. This book is intended for anyone who is interested in regime change, decolonisation, political revolutions and the growth and development of the European Union. It will also be useful for those who are interested in contemporary developments in civil society and state ideologies. This book investigates how the different populations under Portuguese rule were represented within the context of the Colonial Empire by examining the relationship between these representations and the meanings attached to the notion of 'race'. Colour, for example, an apparently objective criterion of classification, became a synonym or near-synonym for 'race', a more abstract notion for which attempts were made to establish scientific credibility. Through her analysis of government documents, colonial propaganda materials and interviews, the author employs an anthropological perspective to examine how the existence of racist theories, originating in the eighteenth and nineteenth centuries, went on to inform the policy of the Estado Novo (Second Republic, 1933–1974) and the production of academic literature on 'race' in Portugal. This study provides insight into the relationship between the racist formulations disseminated in Portugal and the racist theories produced from the eighteenth century onward in Europe and beyond.

The volume, like the empire it analyzes, has a global scope and a chronological span of three centuries. The contributions focus on the social, political, and economic aspects of city life in settlements as far apart as Rio de Janeiro, Mozambique Island, and Nagasaki. Despite the seeming (and real) disparities between the colonial cities located in South America, Africa, and Asia, this volume demonstrates that they possessed a range of commonalities. Beyond their shared language, these cities had similar social, religious, and political institutions that shaped their identities. In many cases, the civic bodies analyzed in these essays such as the city councils or the Misericórdias (charitable brotherhoods), no less than the convents and houses of Catholic religious orders, contributed more to making these cities Portuguese than their allegiance to the crown in Lisbon. Rather than dividing the globe into Atlantic and Indian Ocean spheres, Portuguese Colonial Cities in the Early Modern World takes the novel approach of bringing together analyses of the social history of these cities in order to stress their shared aspects as well as to suggest paths for fruitful comparisons. By encouraging further scholarship in this rich, yet understudied subject, this collection will not only further comparisons between cities found within the Portuguese empire, but also raise important issues that will be of interest to historians of other European empires, as well as urban historians generally.

By reconstructing a multidimensional story that focuses on both the impact of the Soviet Union on the end of the Portuguese Empire in Africa and the effect of the anticolonial struggles on the Soviet Union, Natalia Telepneva bridges the gap between the narratives of individual anticolonial movements and those of superpower rivalry in sub-Saharan Africa during the Cold War. Drawing on newly available archival sources from Russia and Eastern Europe and interviews with key participants, Telepneva emphasizes the agency of African liberation leaders who enlisted the superpower into their movements via their relationships with middle-ranking members of the Soviet bureaucracy. These administrators had considerable scope to shape policies in the Portuguese colonies which in turn increased the Soviet commitment to decolonization in the wider region.
