He undertakes an economic analysis, considers political and hydrological aspects, presents various methods for assessing economic value and a framework for analyzing transfers of water to cities, examines eight types of management policy instruments, and applies it all to the Middle Eastern country. Available in PDF, EPUB and Kindle. Book excerpt: Lately our world has witnessed massive changes and reforms in various sectors in many countries, developing and developed alike. Institutional and pricing reforms in the water sector are also part of that recent trend. They are led by the recognition of a need to respond to increased scarcity and deteriorated quality. Is the water sector different than other sectors, as some claim? Should reforms in the water sector be designed and implemented differently than reforms of a similar type, in other sectors? The Political Economy of Water Pricing Reforms answers these questions by providing various analytical frameworks that allow comparison across various conditions, and by actually comparing reform processes under various conditions in different countries. This book demonstrates the common threads that characterize pricing reforms in the water sector by analyzing various aspects of the reforms in the irrigation and urban subsectors of 10 countries. Cases from Morocco, Senegal, Honduras, Belgium, Australia, Brazil, Mexico, Pakistan, Yemen, and the United States illustrate the difficulties of designing and implementing "optimal" pricing reforms and explain how reform outcomes fall short of the original objective. "This book should be on the must reading list for anyone interested in water pricing and how to reform water rights systems to achieve increased economic efficiency as well as a legitimate and equitable system of property rights." Book excerpt: Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.

Book excerpt: As globalization links economies, the value of a country's irrigation water becomes increasingly sensitive to competitive forces in world markets. Water policy at the national and regional levels will need to accommodate these forces or water is likely to become undervalued. The inefficient use of this resource will lessen a country's comparative advantage in world markets and slow its transition to higher incomes, particularly in rural households. While professionals widely agree on what constitutes sound water resource management, they have not yet reached a consensus on the best ways of implementing policies. Policymakers have considered pricing water - a debated intervention - in many variations. Setting the price 'right,' some say, may guide different types of users in efficient water use by sending a signal about the value of this resource. Aside from efficiency, itself an important policy objective, equity, accessibility, and implementation costs associated with the right pricing must be considered. Focusing on the examples of China, Mexico, Morocco, South Africa, and Turkey, Pricing Irrigation Water provides a clear methodology for studying farm-level demand for irrigation water. This book is the first to link the macroeconomics of policies affecting trade to the microeconomics of water demand for irrigation and, in the case of Morocco, to link these forces to the creation of a water user-rights market. This type of market reform, the contributors argue, will result in growing economic benefits to both rural and urban households.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first comprehensive, multi-disciplinary book to address water policy in Jordan. Edited by the former Minister of Water and Irrigation of Jordan, with contributions by other prominent Jordanian and international water professionals, this volume covers such areas as the population-water resources equation in Jordan; institutional and legal frameworks; the data systems used for the assessment and formulation of water policy; water allocations and uses in municipal, industrial, and agricultural sectors; social and environmental issues; and water conflict with Jordan's neighbors. The book is a must for readers interested in Middle East politics and the critical nature of water issues in the region. The book notes the importance of interaction with the outside world to augment water resources through trade, making the experience of Jordan relevant to other developing regions where water is scarce. It introduces the term 'shadow water' to mean the scarce indigenous water resources that the import of agricultural and industrial commodities saves or replaces. The book shows how financially profitable it can be to treat water as a tradable commodity, to be exchanged peaceably across international borders. Haddadin and his distinguished contributors bring the water conflicts between Jordan and its neighbors, Israel and Syria, into sharp focus. The book includes a historical perspective on the development of water policies in Jordan and explores the significance of water in the religious, social, and political life of the country.

Book excerpt: This book gives a detailed account of the scarce water resources of Jordan, with a focus on their quantities, quality, and use for different sectors. It details the political, social, and economic dimensions of the scarce water resources along with their implications on Jordan's cooperation with its neighbors. The book includes implemented projects of dams, canals, water supply networks, waste water treatment, and more. It gives an overview of which projects have been successful and which have failed to achieve their purposes and why. Shared water with other countries and their developmental implications to the water sector are discussed and future water supply projects, such as the Red Sea-Dead Sea conduit project, are elaborated on. The book also touches upon the waves of refugees and their impact on the water sector and water strategies in Jordan.

Book excerpt: The purpose of this report is to produce a review on water resource valuation issues and techniques specifically for the appraisal and negotiation of raw (as opposed to bulk or retail) water resource allocation for agricultural development projects. The review considers raw water in naturally occurring watercourses, lakes, wetlands, soil and aquifers, taking an ecosystem function perspective at a catchment scale, and takes account of the demands from irrigated and rainfed agriculture. It is hoped that the review will have particular application to developing countries where agreed methods for reconciling competing uses are often absent, but nevertheless takes account of valuation approaches that have been made in post industrial economies.

Book excerpt: Abstract: Many countries are reforming their economies and setting macroeconomic policies that have direct and indirect impact on the performance of the irrigation sector. One reason for the movement toward reform in the water sector across countries is that water resources are increasingly becoming a limiting factor for many human activities. Another reason for increased pressures to address water policy issues is that many countries are in the process of removing barriers to trade, particularly in agricultural commodities. Therefore, knowledge of the value of water when crafting domestic and macroeconomic policies is important to compare the variable impacts of reform across sectors of the economy and populations within the country. Researchers have used many methods for assessing the value of irrigation water. This survey reviews a broad literature to ascertain how two basic questions have been addressed by research over the past few decades. First, what is the value of water across different sectors and levels? Second, how will this value change under different macroeconomic and domestic policies? This survey details a number of methods for approaching these two questions. The literature has been organized according to a progression from theoretical underpinnings to empirical approaches to how the value of irrigation services are relevant to the link between globalization and poverty.

Available in PDF, EPUB and Kindle. Book excerpt: Natural saline water, waste water, and irrigation return flow endanger the groundwater aquifers in the Rift. In the long run this will ruin the socio-economic backbone of the settlements in the area. Sustainability of the water resources will only be achieved when the process of water replenishment and its underground flow is understood and water extraction is regionally controlled. Rare earth element and spider patterns are presented as new tools for studying the hydrology. Progress in 3-D modelling of groundwater flow proved successfully the impact of pumping on the surroundings of wells and overexploitation of aquifers.
