This book explores processes of political, economic and cultural transformations in Indonesia, emphasizing their implications for centre-periphery relations from the perspective of the archipelago's 'margins'. Structured along three central themes, the book first provides theoretical contributions to the understanding of marginality in Indonesia. The second part focuses on political transformation processes and their implications for the Outer Islands. The third section investigates the dynamics caused by economic changes on Indonesia's periphery. Today, the Philippines, Indonesia, and Malaysia are primarily exporters of their surplus of cheap labor, with more than ten million emigrants from the region working all over the world. How did a prosperous region become a peripheral one? In The Making of a Periphery, Ulbe Bosma draws on new archival sources from the colonial period to the present to demonstrate how high demographic growth and a long history of bonded labor relegated Southeast Asia to the margins of the global economy. Bosma finds that the region’s contact with colonial trading powers during the early nineteenth century led to improved health care and longer life spans as the Spanish and Dutch colonial governments began to vaccinate their subjects against smallpox. The resulting abundance of workers ushered in extensive migration toward emerging labor-intensive plantation and mining belts. European powers exploited existing patron-client labor systems with the intermediation of indigenous elites and non-European agents to develop extractive industries and plantation agriculture. Bosma shows that these trends shaped the postcolonial era as these migration networks expanded far beyond the region. A wide-ranging comparative study of colonial commodity production and labor regimes, The Making of a Periphery is of major significance to international economic history, colonial and postcolonial history, and Southeast Asian history.

Exploring how multi-ethnic and geographically dispersed states grapple with questions of territorial administration and change, this book argues that territorial change is a result of ongoing negotiations between states and societies where mutual and overlapping interests can often emerge. It focuses on the changing dynamics of central-local relations in Indonesia. Since the fall of Suharto’s New Order government, new provinces have been sprouting up throughout the Indonesian archipelago. After decades of stability, this sudden change in Indonesia’s territorial structure is puzzling. The author analyses this "provincial proliferation", which is driven by multilevel alliances across different territorial administrative levels, or territorial coalitions. He demonstrates that national level institutional changes including decentralization and democratization explain the timing of the phenomenon. Variations also occur based on historical, cultural, and political contexts at the regional level. The concept of territorial coalitions challenges the dichotomy between centre and periphery that is common in other studies of central-local relations. It asks how and why Dayak politics has experienced drastic changes since 1945. The authors show that opportunities exist to achieve significant social progress, despite a global economic order that favours core industrial countries. Their findings derive from a comparative analysis of four exemplary cases: Kerala (India), Costa Rica, Mauritius and Chile (since 1990). Though unusual, the social and political conditions from which these developing-world social democracies arose are not unique; indeed, pragmatic and proactive social-democratic movements helped create these favourable conditions. The four exemplars have preserved or even improved their social achievements since neoliberalism emerged hegemonic in the 1980s. This demonstrates that certain social-democratic policies and practices - guided by a democratic developmental state - can enhance a national economy's global competitiveness.

The majority of Indonesia's political prisoners are Papuans, and support for independence is widespread. But military repression and indigenous resistance are only one part of a complex topography of insecurity in Papua: vigilantism, clan conflict, and other forms of horizontal violence produce more casualties than the vertical conflict that is often the exclusive focus of international accounts of contemporary Papua. Similarly, Papua's coerced incorporation into Indonesia in 1969 is not unique; it mirrors a pattern of long-term annexation found in other remote and highland areas of South and Southeast Asia. What distinguishes Papua is the near-total absence of the state in indigenous areas. This is the consequence of a morass of policy dysfunction over time that compounds the insecurity that ordinary Papuans face. The author illuminates the diverse and local sources of insecurity that indicate too little state as opposed to too much, challenges common perceptions of insecurity in Papua, and offers a prescription of policy initiatives. These include the reform of a violent and unaccountable security sector as a part of a broader reconciliation process and the urgent need for a comprehensive indigenous-centered development policy.
