Book excerpt: The demand of State autonomy has remained a highly contentious issue in Indian Politics right since the time when accession of Kashmir to the Indian federalism took place. This is a demand that often generate tension between Center and the State. It is felt that the autonomy for the State may actually come to mean autonomy for Kashmir region only. It may not flow to the regional and sub-regional levels. The autonomy that extends beyond the State needs a multi-layered package of autonomy that extends beyond the State to the regional or sub-regional levels. Autonomy is needed to inspire confidence to the people, to make the system more democratic, to ensure speedier and balanced development and to make the administration accountable to the people and thus more efficient and above all, to evolve a composite and harmonious personality of the State. None of these can be achiever in the present unitary system of the state and by centralization of power and administration. A more federalized and bottom-up approach is needed to solve the problem of the State. This book is an attempt to examine the relationship of Kashmir identity with the Indian Union, the regional identity of Jammu and Ladakh with the State. This book on the one hand is the description of the relationship between the Centre and the State and on the other hand is the description of relationship between the three regions, namely Jammu, Kashmir and Ladakh. My prescription is deeply federal and decentralizing in nature.

It inquires into the various aspects of the problem autonomy of the states and its emerging trends with special reference of Jammu and Kashmir State autonomy. The book addresses many controversial unanswered question like – Should India adopt and opt for ‘dual’ or ‘competitive’ model of federalism, which has long since been discarded even in the land of its origin or should we evolve robust indigenous solutions to our problem of autonomy of States? To change the metaphor, do we choose a ‘regression model’ or a ‘development model’ of our federal polity? All these discussions which deserve sustained citizen interest and national debate, have been answered in the present book.

Book excerpt: This book provides a comprehensive and up-to-date analysis of the complex conflict situation in Kashmir. Through an internal perspective, it charts the shift in the Kashmiri response towards the Centre and offers a detailed examination of the background in which separatist politics took roots in Kashmir, and the way it changed its nature in the militancy and post-militancy period. The volume shows how separatism and armed militancy, as manifest in the Valley in the late 1980s, (though augmented by external factors) have been internal responses to the changing nature of Kashmiri identity politics. It explores how the ideas central to Indian nationalist politics — especially democracy and secularism — echoed in Kashmir and were instrumental in dismantling the feudal structure and negotiating an autonomous space within the framework of asymmetrical federalism. Seamlessly blending facts and incisive analyses, this book raises new questions about the nature of conflict and contestation in the region. It will be of great interest to researchers and scholars of Indian politics, especially on Jammu and Kashmir, and sociology, as well as government bodies, think tanks and the interested general reader.

Book excerpt: Jammu and Kashmir is a heterogeneous state with varied geographical regions and sub-regions, representing different climates, flora and fauna. People possess different ethnic backgrounds, profess different faiths, follow different cultural traditions and speak different languages. What is more significant is that people living in these regions are yet to attain a uniform level of economic development. The internal politics of the state, marked by intra- regional tensions, has influenced the attitude of the people on the question of their external affiliations. In each of the three regions of the state, Kashmir valley, Jammu and Ladakh, a different attitude on the issue of accession can be clearly noticed from the very day of the state's accession to India. A sort of local nationalism has developed in all the three regions of the state. People's alienation from the national identity has been constant problem in Kashmir since long. They tend to give more importance to ethno - religious and regional identities than to considerations of unified state and the nation. The present work provides a scholarly understanding of the nature of intra-regionalism and its framework for resolution. It also explores the way out for the larger issue of Kashmir problem while emphasizing the internal dynamics of Kashmir politics.

Book excerpt: Kashmir is one of the most protracted and bloody occupations in the world—and one of the most ignored. Under an Indian military rule that, at half a million strong, exceeds the total number of US forces in Iraq and Afghanistan, freedom of speech is non-existent, and human- rights abuses and atrocities are routinely visited on its Muslim-majority population. In the last two decades alone, over seventy thousand people have died. Ignored by its own corrupt politicians, abandoned by Pakistan and the West, which refuses to bring pressure to bear on its regional ally, India, the Kashmiri people’s ongoing quest for justice and self- determination continues to be brutally suppressed. Exploring the causes and consequences of the occupation, Kashmir: The Case for Freedom is a passionate call for the end of occupation, and for the right of self- determination for the Kashmiri people.

Book excerpt: On 26 January 1950, the Constitution of India came into force with a unique provision—Article 370. The special status accorded to the state of Jammu and Kashmir in the article meant that its people lived under a different set of laws while being part of the Indian Union. Alternating deftly between history and politics, A.G. Noorani examines a wide range of documents pertaining to Article 370. He incisively analyses the implications and consequences of the article for the constitutional democracy of the state and the nation. From Jammu and Kashmir's accession to India in 1947 to the various negotiations thereafter; Sheikh Abdullah's arrest to the framing of the Constitution of Jammu and Kashmir and the replacement of Sadar-i-Riyasat, this book impeccably documents the little-known constitutional history of the state. Noorani underscores the politics behind the gradual erosion of Article 370 and the need for restoration of autonomy. Critically analysing the various judgments relating to this constitutional arrangement, he suggests a framework for resolving the 'Kashmir problem'. Collecting together rare, often unseen and unnoticed, letters, memoranda, white papers, proclamations, and amendments, this book will be an indispensable resource on Kashmir.

Book excerpt: Sumantra Bose locates his study on Kashmir within a comparative perspective on problems of self-determination and democratic conflict resolution that enables him to take an engaged but non-partisan view. Both this approach and the reliance on ordinary citizens and grassroots activists rather than on establishment sources, permit him to break away from the nationalist rhetorics of both India and Pakistan. He makes a strong case for an open dialogue between the contending protagonists in the framework of the right for self-determination.
