Book excerpt: In the first half of the twentieth century, white elites who dominated Virginia politics sought to increase state control over African Americans and lower-class whites, whom they saw as oversexed and lacking sexual self-restraint. In order to reaffirm the existing political and social order, white politicians legalized eugenic sterilization, increased state efforts to control venereal disease and prostitution, cracked down on interracial marriage, and enacted statewide movie censorship. Providing a detailed picture of the interaction of sexuality, politics, and public policy, Pippa Holloway explores how these measures were passed and enforced. The white elites who sought to expand government's role in regulating sexual behavior had, like most southerners, a tradition of favoring small government, so to justify these new policies, they couched their argument in economic terms: a modern, progressive government could provide optimum conditions for business growth by maintaining a stable social order and a healthy, docile workforce. Holloway's analysis demonstrates that the cultural context that characterized certain populations as sexually dangerous worked in tandem with the political context that denied them the right to vote. This perspective on sexual regulation and the state in Virginia offers further insight into why white elite rule mattered in the development of southern governments.

Mexico City has approved the Cohabitation Law, which grants same-sex couples marital rights identical to those of common-law relationships between men and women. Yet, a gay man was murdered every two days in Latin America in 2005, and Brazil recently led the world in homophobic murders. These facts illustrate the wide disparity in the treatment and rights of lesbian, gay, bisexual, and transgender (LGBT) populations across the region. The Politics of Sexuality in Latin America presents the first English-language reader on LGBT politics in Latin America. Representing a range of contemporary works by scholars, activists, analysts, and politicians, the chapters address LGBT issues in nations from Cuba to Argentina. In their many findings, two main themes emerge: the struggle for LGBT rights has made significant inroads in the first decade of the twenty-first century (though not in every domain or every region); and the advances made were slow in coming compared to other social movements. The articles uncover the many obstacles that LGBT activists face in establishing new laws and breaking down societal barriers. As the tour de force of the television medium, blossoming amidst persisting authoritarianism, these miniseries serve as a crucial and complex artistic avenue through which political and social opposition manifests. Scholars have tried to come to terms with a highly critical culture produced within attempted state co-optation, and argue that politically critical culture operates as a “safety valve” to release frustrations so that dissenters are less likely to mobilize against the government. Through research fueled by a viewing of over two hundred and fifty miniseries ranging from the 1960s to the present—as well as an examination of hundreds of press reports, Facebook pages, and extensive interviews with drama creators—this book turns away from the dominant paradigm that focuses on regime intent. When turning attention instead to the drama creators themselves we witness the polyphony of voices employing love and marriage metaphors and gender (de)constructions to explore larger issues of nationalism, self-identity, and political critique. At the heart of constructions of femininity are the complications that arise with the symbiosis of pure femininity with authentic national identity. Deconstructing masculinity as political critique has been less complicated since it is not implicated in Western identity issues; on the contrary, illustrations of subservient masculinity serve to subtly denounce government corruption and oppression. Miniseries from the 1960s demonstrate that the focus of the qabaday (tough man) on female sexuality comes from his own political alienation vis-à-vis the state, and is part of a vicious cycle of state violence vis-à-vis the citizen. In recent years, and in particular after the uprising, we can see the emerging definition of the true qabaday as one who does not suppress a woman’s sexuality, thereby allowing for full equality in relationships as the basis of a truly free society.
