Amanda Tattersall—an organizer and labor scholar—addresses this gap in the first internationally comparative study of coalitions between unions and community organizations. She argues that coalition success must be measured by two criteria: whether campaigns produce social change and whether they sustain organizational strength over time. The book contributes new, practical frameworks and insights that will help guide union and community organizers across the globe. The book throws down the gauntlet to industrial relations scholars and labor organizers, making a compelling case for unions to build coalitions that wield "power with" community organizations. Tattersall presents three detailed case studies: the public education coalition in Sydney, the Ontario Health Coalition in Toronto, and the living wage campaign run by the Grassroots Collaborative in Chicago. Book excerpt: The Brazilian Forest Code (FC) requires all private rural properties to maintain a fixed proportion of their area in natural vegetation as a legal reserve whose proportions are differentiated by biome. Landowners have often ignored the law. Regaining full compliance would require costly restoration in areas converted. Recent changes to the FC provide that landowners may compensate their legal reserve shortages by purchasing surplus compliance obligations from other properties. This paper discusses critical policy issues regarding Environmental Reserve Quotas or Cotas de Reserva Ambiental (CRA). We examine the relative environmental effectiveness of the CRA, its efficiency in resource use and social justice, as well as potential implementation hurdles. Allowing for compensation with off-site conservation can enable both more efficient, and less fragmented agricultural production, as well as forest conservation, compared to the default on-farm conservation proposition. CRA as a means for compensation has great intuitive appeal, yet controversy exists regarding its implementation. We review international experience with similar economic instruments, as well as Brazilian studies simulating the potential results of the CRA. Interviews with leading actors regarding the instrument complement the literature review. We finish with a synthetic assessment of the implications of our results for policy implementation.

Powell shows that contributions have considerable influence in some state legislatures but very little in others. Using a national survey of legislators, she develops an innovative measure of influence and delineates the factors that explain this great variation across the 99 U.S. state legislative chambers. Powell identifies the personal, institutional, and political factors that determine how much time a legislator devotes to personal fundraising and fundraising for the caucus. She shows that the extent of donors' legislative influence varies in ways corresponding to the same variations in the factors that determine fundraising time. She also confirms a link between fundraising and lobbying with evidence supporting the theory that contributors gain access to legislators based on donations, Powell's findings have important implications for the debate over the role of money in the legislative process.
