We find that fiscal transfers offset 4-11 percent of idiosyncratic shocks (risk-sharing) and 13-24 percent of permanent shocks (redistribution). This fiscal insurance largely operates through automatic stabilizers embedded in a central budget primarily through federal taxes and transfers to individuals, rather than transfers from the central government to state budgets. These results have implications for the design of fiscal risk-sharing mechanisms in the euro area.

Book excerpt: The recent uprisings in the Middle East have cast doubt on the degree to which existing theories of autocracy can correctly identify which groups threaten the autocrats rule at any given time. As a result, these theories are unable to predict fundamental upheavals in established autocracies. Who is the biggest threat to the autocrat, though, the elite or the populations as a whole? In this paper, we evaluate how autocrats respond to perceived threats from the population and elites. We advance the argument that elites with autonomous power resources - economic assets, connections to regional elite networks, etc. - and swing voters, who are easily co-opted to cause problems for the regime, are likely perceived as the greatest threats. We also argue that to the extent that economic growth generates support for the incumbent, in this case the autocrat, actors in areas with high growth will, all else equal, be perceived as posing less of a threat to the autocrat than those in slow growth areas. We assume autocrats put their money where their mouths are and test our argument using the combination of data on federal-regional transfers in the Russian federation between 2001 and 2008 and a novel dataset of regional executive level characteristics. We find limited support for our arguments. On the one hand, transfers do go to politically powerful governors, while growth diminishes the impact of measures of voters preferences on transfers. On the other hand, we find evidence that transfers were aimed towards core, not swing voters, and that powerful regional elites tended to get more transfers, not less, in fast growing regions.

Sub-national states--including parts of the Soviet Union, India, Canada, and Yugoslavia--dissatisfied with their central governments, seek forms of independence to pursue autonomous development paths. These region/state conflicts have occurred in nations at all levels of development (Canada and Indonesia, France and Papua New Guinea), under diverse economic systems (the USSR and Canada, Yugoslavia and Spain), and across political systems (federations such as India and unitary states such as Italy). Bookman's study develops methods whereby both state and region can evaluate the region's potential to sustain economic growth autonomously--filling the gap in current perceptions of inter-regional relations. Bookman introduces the concept of discontinuous development to facilitate the analysis of sub-national regions that have varying levels of development. The volume's emphasis on high-income regions within both agricultural and industrial nations and on the economic basis of conflict makes it a unique contribution that assesses the viability of regions as autonomous entities. The major part of the volume studies empirical evidence from India and Yugoslavia, especially timely in light of present ethnic and religious conflicts in both countries. The volume is divided into three sections: Foundations; Discontinuous Development and Inter-regional Conflict; and Empirical Evidence from India and Yugoslavia. The first section presents a theoretical framework for issues internal to regions, as well as regions relative to the nation. It also outlines four ways of studying inter-regional conflict which are explored in the empirical chapters. Part 2 analyzes eight high-income regions characterized by discontinuous development and relates their experiences to the four hypotheses presented earlier. The last section contains empirical chapters testing the model in the context of India and Yugoslavia. The final chapter contains a full discussion of the hypotheses pertaining to secession, and offers some suggestions concerning the possibilities of secession as the outcome of inter-regional conflict. The explosive consequences of recent trends make it imperative that scholars in development economics, political economy, political science, and macroeconomics as well as policy makers comprehend the inter-regional economic and political relationships behind these conflicts.

The interaction of federal and regional policies with cross-regional structural differences affect human and physical capital formation, the business climate, private investment, market depth, and competition. This paper summarizes the main elements of Russia's fiscal federalism, describes the channels through which it operates, and assesses the effectiveness of regional transfers in reducing regional disparities. The results suggest that federal transfers to regions contributed to reducing disparities arising from heterogeneous regional tax bases and fiscal revenues. This allowed regions with initially lower per capita income to increase human and physical capital at higher rates. There is little evidence for transfers contributing to increased cross-regional growth synchronization. The results also suggest that federal transfers did not significantly improve regional fiscal sustainability, a conclusion that is supported by the lack of convergence in per capita real income across Russian regions in the last 15 years.
