Book excerpt: Excerpt from The Readjuster Movement in Virginia One of the earliest and most far-reaching of these movements occurred in Virginia. It gathered about a state debt of long and interesting history. Eventually it produced a leader of national importance. This study, however, is not primarily an account either of the debt or of Mahone and his machine. It is, rather, a chapter in the history of Virginia, from the Civil War to the first administration of Grover Cleveland, in which some of the forces that moulded the present state are shown in their operation; and in the showing the Readjuster claim to liberalism, democracy, and progress is tested and due record made of the achievements and solid worth of those who stood for conservatism, aristocracy, and scrupulous honesty. Hearty thanks are due to°many who have aided me. Some have loaned materials or given information, speci fic acknowledgment of which is made below. The Vir ginia State Library staff have been untiringly helpful and courteous. Under the encouragement of Professor William A. Dunning the task had its beginning; if its completion proves worth while, the credit is due pri marily to the sympathetic interest and practical assist ance of Professor Max Farrand. In preparing the manuscript for the press Professor C. M. Andrews has placed me under lasting obligations. Book excerpt: Excerpt from Government and Politics in Virginia Regrettable as the fact is, a large majority of children in the United States go out into active life before they reach the high school. Since this is true, and since ours is a govern ment which the people themselves must operate, it seems manifestly desirable that some time should be given in the elementary schools to a consideration of the activities oi the government. This book has been Written for the pupils of the elementary schools. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from History of the United States, Vol. 1 of 2: From the Foundation of Virginia to the Reconstruction of the Union AN impartial historian is naturally rare. He must realise vividly, yet feel coldly; his interest in the great drama of human passion must be equally passionless and profound; he must live in the con icts of the Past, yet take no side therein. Even the colourless austerity of Thucydides, the concentrated terseness Of Tacitus, fail to stand the test of modern criticism. Our own favourite classics - Gibbon and Alison, Motley, Macaulay, and Carlyle - are those who infuse into the Past most of the breath, life, and movement of modern party spirit. Grote and Froude present, in the new light Of their own warm partisanship, periods heretofore painted and regarded from an Opposite standpoint. If ever that plea may avail a former advocate, reviewing from the Bench Of History a cause he once argued at the bar Of politics, it should surely vindicate an effort to treat candidly and truthfully a theme of which the sympathisers with success have enjoyed a virtual monopoly; especially when addressing a generation which knows the lion's part almost exclusively from the art of somewhat over exultant conquerors. Book excerpt: Excerpt from William Henry Ruffner, Reconstruction Statesman of Virginia The year 1920 marked the semi-centennial Of the opening Of the public schools in Virginia under the administration Of William Henry Ruffner. In 1870 as now the problems Of the' day were problems Of reconstruction. Since 1861 Virginia had seen both conquest and revolution. The new constitution and the special covenant under which the state had just re turned to the Union constituted in effect a treaty, the intent Of which was to-render secure the results Of the conquest and to fortify the processes Of the revolution.1 Most significant among the treaty's terms, to which effect had to be given through laws, institutions and customs, were the provisions for public education and the plan for protecting and develop ing an inferior race through education and suffrage. The story Of the working Of the suffrage provision is one Of dismal failure. That the educational experiment proved a blessing to both races was due primarily to William Henry Rufi'ner, the Horace Mann Of the South. Book excerpt: Excerpt from The Transition in Virginia From Colony to Commonwealth The following study is not a discussion of the Ameri can Revolution with Virginia as a text or point of departure, but rather of the Revolution somewhat strictly within the limits of Virginia. Those events have been taken in which the future leaders of.the movement first took part, - the purpose being to show the body of experience which the leaders possessed as they approached the year 1776, when independence was declared. It was originally intended to close the study with the adoption of the Constitution in June, 1776, but the revision of the laws and the religious struggle seemed sufficiently typical of the revolutionary movement to warrant some discussion beyond that point. I cannot, however, make any pretence of offering a complete treatment of these two topics, for post - revolutionary adjust ment in Virginia is a subject for detailed investigation by itself. Book excerpt: Excerpt from Justice in Colonial Virginia When Virginia was settled, English institutions came with the settlers; but these institutions had, in many cases, to undergo changes before they were prepared to enter the new environment into which they were carried by coloniza tion. They had to return to their infancy and in some in stances to pass through stages of growth in the new world similar to those through which they had already gone in the old. This second evolution was more rapid than the first; and America in one century reached a stage in institutional progress which it had taken Europe more than a millennium to attain. Only those parts of the old constitution that were suited to the new conditions survived and became a perma nent part of the colonial system of government. For the first decade of its existence, Virginia's constitution, there fore, presented few points of similarity to its great proto type, and, in fact, it was not until 1619 that the likeness of the colonial government to that of the mother country be came plainly discernible.
