Book excerpt: The formation of the ASEAN Free Trade Area (AFTA), agreed upon at the Fourth ASEAN Summit in January 1992, reflects both developments within ASEAN and the changing international economic and political environment. Rapid industrialization in all the ASEAN countries has given rise to greater intra-ASEAN trade. Such trade has also become more complementary than competitive. In the international sphere, the emergence of regional trading blocs such as the Single European Market (SEM) and the recently concluded North American Free Trade Agreement (NAFTA) have also had a major impact on ASEAN's perceptions of a global trading system. Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Book excerpt: Inhaltsangabe:Abstract: Until the 1990s, the Association of Southeast Asian Nations (ASEAN) had a long, however unsuccessful tradition of promoting regional economic development through inter-governmental cooperation. This changed in 1992 with the foundation of the ASEAN Free Trade Area (AFTA), which is regarded as ASEAN s first serious step towards regional economic integration. AFTA s aim is to abolish trade barriers among the participating countries, be it tariffs or non-tariff barriers. The member countries are therefore required to liberalize their economies through adjustments of their domestic tariff systems and through the elimination of non-tariff barriers (NTBs). The formerly high degrees of economic protection have to be gradually reduced and ultimately abolished completely measures, that the ASEAN member states were long unwilling to implement. Hence, ASEAN s decision to found AFTA in 1992 was very sceptically perceived by the international community. Indeed, the development of AFTA displays two contrary characteristics. On the one hand, the ASEAN members decided to accelerate the implementation of AFTA by five years and complemented it with two additional programmes, the ASEAN Investment Area (AIA) and the ASEAN Framework Agreement on Services (AFAS). On the other hand, the institutional design of AFTA provides the member countries with a high degree of flexibility to prolong or delay the process of implementation and re-negotiate commitments already made. Two conclusions can be drawn from the above stated developments: On the hand, the signing of the AFTA framework in 1992 clearly indicates a major shift in the member states attitude towards regional economic integration. Moreover, the initially quick implementation of the original agreement, as well as its acceleration by five years and the inclusion of those potentially contentious issue areas namely trade in unprocessed agricultural products and in services which the member countries had excluded from the original AFTA framework, underline this shifting attitude towards regional economic integration. On the other hand, some member states delayed the implementation of tariff reductions and the negotiation of sensitive products, indicating that they were not equally committed to the process of implementation. A further question to analyse is the origin of the FDI, this means if the major part comes from the ASEAN countries or if it has also any effects on other countries. Book excerpt: The enactment of the regional economic cooperation scheme ASEAN-China Free Trade Agreement (ACFTA) is an interesting phenomenon accompanying political-economic changes in the East Asian region. The regional economic cooperation scheme first proposed by then-Chinese Prime Minister Zhu Rongji in 2000 was driven more by political considerations. China's rise as a global economic power was seen as a threat to ASEAN. Accordingly, China's involvement in regional forums is considered very important for ASEAN in creating regional stability. ASEAN-China FTA is an economic instrument, which is also part of ASEAN's political agenda to support regional stability. Indonesia, as the most influential country in ASEAN, supports regional economic cooperation, and always emphasizes the importance of ASEAN centrality in the face of uncertain changes in the world political economy. Unfortunately, Indonesia's support to ASEAN-China FTA, and Indonesia's stance on ASEAN centrality, turn out to be expensive in the socio-economic costs, namely: (i) Indonesia's unpreparedness in building the competitiveness of its economy, in line with the integration of the national economic system into the wider regional economy, and (ii) the economic unpreparedness actually caused by sharp differences of interest among domestic actors and exacerbated by the weakness of the government to overcome the differences.

Book excerpt: The Association of Southeast Asian Nation (ASEAN) was created as early as 1967 but ASEAN economic cooperation moved in a lackluster pace with few concrete accomplishments. To move the organization from its benign state of economic cooperation, the member states signed in 1992 the agreement on ASEAN Free Trade Area (AFTA) which is to be fully realized by the year 2003. Although agricultural products were initially excluded from the agreement to protect a sensitive sector like agriculture from open regional competition, the member states decided to include them in AFTA in 1995. Through application of a spatial price equilibrium model, the effects of AFTA on demand, supply, prices and trade of selected agricultural products in ASEAN countries and their major trading partners were analyzed. The spatial characteristic of the model analysis facilitated simulation of trade flows and thus provided insights on the possible changes in intra- and extra-ASEAN trade.

As the international state system und- goes dramatic changes in both security and trade relations in the wake of the Cold War’s end, the Asian financial crisis, and the attacks of Sept- ber 11, 2001, this question is now of critical importance to both academics and policymakers. Still, little research has been done to integrate the ana- sis of both regional security and economic dynamics within a broader c- text that will give us theoretically informed policy insights. Indeed, when we began our background research on the origin and e- lution of Asia’s institutional architecture in trade and security, we found that many scholars had focused on individual subregions, whether Nor- east, Southeast or South Asia. In some cases, scholars examined links - tween Northeast and Southeast Asia, and the literature often refers to these two subregions collectively as “Asia”, artificially bracketing South Asia. Of course, we are aware that as products of culture, economics, history, and politics, the boundaries of geographic regions change over time. Yet the rapid rise of India and its increasing links to East Asia (especially those formed in the early 1990s) suggest that it would be fruitful to examine both developments within each subregion as well as links across subregions.
