Book excerpt: The 1990s heralded waves of spectacular forms of local resistance and globalized protest against oil exploitation and environmental pollution in oil-producing regions of the developing world. One of the most spectacular local uprisings against global oil multinationals was led by the Ogoni people who were protesting against the exploitation and marginalization of oil-producing ethnic minority communities in the Niger Delta region of Nigeria. However, the hanging on November 10, 1995 of nine Ogoni ethnic minority and environmental justice activists, including Ken Saro-Wiwa, only served to exacerbate protests in later years. Within a decade, dozens of locally rooted insurgent groups emerged in the Niger Delta and construed themselves as part of the social movement for ethnic minority rights and environmental justice which dates back to colonial times. However, the trajectory of the revolutionary momentum has changed over time, reflecting a mix of progressive, opportunistic and retrogressive trends. This book provides a critical study of the trajectory of struggles in the Niger Delta since 1995, paying attention to continuities and changes, including recent developments linked to the shift from local resistance, to the rupturing of the Presidential Amnesty peace deal (largely to the Movement for the Emancipation of the Niger Delta) and the resurgence low-intensity sporadic armed militancy—led by the Niger Delta Avengers militia among others. The contributors critically interrogate the nature of the region’s political economy, socio-economic trends and trajectories over the past two decades. This collection also accentuates the lessons learnt, prospects for self-determination, socio-economic and environmental justice and peace in the aftermath of the hanging.

The ethnic polarization of the delta region has not helped matters in this regard. An intense form of fractionalization within a state often drags along social, cultural, political and economic deprivations with the attendant social inequalities in material well-being. The Niger Delta region of Nigeria typifies the fact that man has not been able to solve his problems and help himself whereas the nugget of truth is sometimes hidden in the coarse grains of paradox. Within the region, the local population appears to be perpetually at the receiving end of a socio-political suspense game. There is a firmly established and unrestrained yearning to acquire wealth, which leads to a constant process of struggle. In this struggle, the more able gain and the less able lose. The ensuing regional distress and the passion for its cure breathe through this book.

Chapter One which is the introduction highlights the importance of the Niger Delta region to the Nigerian economy. It gives a detailed account of the dynamism witnessed by Nigeria's foreign policy following a boom in the economy in the 1970s as a result of crude oil. Chapter Two provides the conceptual and theoretical basis for the work. Using an eclectic method, a combination of theories (eco-violence, bourgeoisie political economy, frustration-aggression, Primordial-psychological/Ethnic Conflict Theory and linkage theories) is adopted to explain the phenomenon of crisis in the Niger Delta and its impact on Nigeria's international relations. The adoption of several theories is necessitated by the complex nature of crisis in the region. Chapter Three gives an overview of Nigeria from the precolonial, colonial to the post-colonial period. The chapter examines the change from an agrarian economy to an oil-dependent and its implication for the Nigerian economy and polity. The chapter concludes that dependence on oil has resulted in economic and political stability. Chapter Four gives a brief history of the Niger Delta beginning with an overview of the region, including the geographical location, population density, ethnic composition, and living conditions of the people in the region. The chapter will help the reader to appreciate the peculiar nature of the Niger Delta region and how this has contributed to conflict in the area. In Chapter Five, the condition of the Niger Delta region is discussed. The condition of the area to a large extent has been at the heart of the crises that have rocked the region for decades. Decades of oil exploration and negligence on the part of oil companies further compounded the problem of the region through severe environmental problems which have engendered conflict in recent times. Chapter Six gives the historical background to the discovery of oil, joint ventures in the Niger Delta and the switch from an agrarian economy to an oil-dependent economy. In chapter Seven, explorative activities and their impacts on the region and its inhabitants are discussed. The focus here is to show how oil-related activities are responsible for crisis in the Niger Delta. Chapter Eight discusses the causes of crisis in the region with some of the factors identified as resource control, activities of Multinational Oil Companies which cause environmental pollutions, and oppressive legal regimes. Particularly in Sub-Saharan Africa the examples of Sierra Leone, Nigeria, Democratic Republic of Congo and Angola – just to mention some of the most striking ones – led to various hypotheses about the influence of resource plenty on governance issues. Due to several specific characteristics, the case of Nigeria is different to many others. First of all, the Federal Republic of Nigeria turned out to be Africa’s most populous state with about 140 million citizens. In addition the social situation is rather unique, as Nigeria consists of more than 250 ethnic groups. The more than 500 spoken languages spoken in the country further illustrate the socio-cultural diversity. Nevertheless the three major communities include more than two thirds of the country’s total population. On the socio-economic dimension a key feature is the overwhelming importance of oil as almost single export good and major contributor of the country’s GDP. The strong dependence on oil has been challenging Nigeria’s economy considerably and can be seen as a major reason for socio-economic disparities throughout the country, not to forget that it has been the origin for its ‘(political) Dutch disease’. Contrarily to other so-called ‘crisis-states’ the main issues threatening statehood and stability in Nigeria can be rather seen as domestic problems. Transnational issues like the relations with Cameroon do not have the same structuring quality as in other states. Although Nigeria improved in TI's CPI of 2008 the country still faces ‘institutionalized’ clientelism and rent-seeking at almost each political and social level as poor performance in ‘group grievance’, ‘delegitimization of the state’ or ‘factionalized elites’ may illustrate. Secondly manifold forms of institutional and informal violence are destabilizing the socio-political architecture. Various attempts to counter those phenomena have been ineffective or implemented insufficiently, sometimes not at all. The result is a current situation of disorder, human insecurity, economic inequality fed by a prosperous environment for individual enrichment provided by a state which is rather effective in facilitating illicit political and economic behaviours, be they plundering of public goods, drug or weapon trade or other.

However, the presence of large petroleum deposits radically changes this equation: the negative dynamics of state failure and wide-spread violence affect the general population but spare the oil nexus. The material and political resources made available by oil allow states to survive regardless of bad policies, facilitate their governing elites' material success regardless of reckless management, earn international allies regardless of erratic domestic conduct, and make companies want to invest regardless of risk. The recent oil boom only strengthens this paradoxical viability. Making possible what is arguably the largest inflow of resources into Africa in history, it is of a different order from the short-term viability afforded by the exploitation of other natural resources. Nonetheless, the partnership between insiders and outsiders that permits the extraction of oil is not conducive to positive long-term outcomes in institution-building or broad-based economic growth. Highly dependent on uninterrupted money flows and beset by various destabilising trends, the political economy of oil in the Gulf of Guinea is poised in a state of 'permanent crisis'.
