Book excerpt: This dissertation delineates a political economy of refugee return migration to South Sudan by examining refugees' shifting practices of production, social reproduction and exchange, their specialization and their intersection with various axes of difference. My work builds on theories relating geopolitics, everyday practice, and commoditization to unpack the material practices and political subjectivities engendered by refugee return migration. I trace how practices move with people and are reshaped, but only ever partially, in relation to a new context. I argue that high volume migration produces moments in which space and the authority to define its contours are renegotiated through embodied material practices. In northern Kenya, I found that Kakuma refugee camp spatializes difference by linking entitlements (to rations, environmental resources, or the authority to allow or forbid settlement and mobility) to particular social categories of people so long as they remain in their appropriate space. Living within this kind of space naturalizes a logic of segregation that equates authority over space and material prosperity with difference. While life in the camp lead to increasing commoditization among Didinga refugees, when they returned to the small rural town of Chukudum, most took up subsistence production as one way to navigate their exposure to reduced life chances in a floundering post-conflict economy. While subsistence production augmented local economic autonomy, access to land was mediated through notions of autochthony that reproduced some of the same exclusions that shaped camp life. Post-conflict recovery must, then, be concerned with the material and socio-spatial legacies of refugee camp life. Additionally, when subsistence production is seen as the most secure livelihood option--even for those with other sources of income--it can also be read as an indication of the extreme precarity that characterized other forms of work in post-conflict South Sudan.

This book explores this history of ensuing conflict, examining why Sudan failed to sustain a successful modern post-colonial state. The book goes on to consider in detail the various attempts to end Sudan’s conflicts and initiate political and economic reconstruction, including the failure which followed the Addis Ababa agreement of 1982 and the more recent efforts following the Nivasha agreement of 2005 which ended the civil war in the south. It critically examines how reconstruction has been envisioned and the role of the various major players in the process: including donors, NGOs, ex-combatants and the central state authority. Book excerpt: Nobel laureate economist Milton Friedman once noted that free immigration cannot coexist with a welfare state. A welfare state with open borders might turn into a haven for poor immigrants, which would place such a fiscal burden on the state that native-born voters would support less-generous benefits or restricted immigration, or both. And yet a welfare state with an aging population might welcome young skilled immigrants. The preferences of the native-born population toward migration depend on the skill and age composition of the immigrants, and migration policies in a political-economy framework may be tailored accordingly. This book examines how social benefits-immigrations political economy conflicts are resolved, with an empirical application to data from Europe and the developed countries, integrating elements from population, international, public, and political economics into a unified static and dynamic framework. Using a static analytical framework to examine intra-generational distribution, the authors first focus on the skill composition of migrants in both free and restricted immigration policy regimes, drawing on empirical research from EU-15 and non-EU-15 states. The authors then offer theoretical analyses of similar issues in dynamic overlapping generations settings, studying not only intragenerational but also intergenerational aspects, including old-young dependency ratios and skilled-unskilled conflicts. Finally, they examine overall gains from or costs of migration in both host and source countries and the race to the bottom argument of tax competition between states in the presence of free migration.
